US Secretary of State Marco Rubio will travel to India next week from October 17-22 to further strengthen bilateral relations, according to the Department of State. This will be Rubio's second visit to India this year, following his earlier trip in May when he attended the Quad Foreign Ministers' meeting hosted by External Affairs Minister S Jaishankar in New Delhi. The Secretary will visit Mumbai and Jamnagar during his trip, with the visit focusing on strengthening the US-India strategic partnership, exchanging views on regional and global dynamics, and discussing prospects for enhanced energy cooperation. Rubio will also meet with business leaders to promote opportunities for commercial investment and economic cooperation.
US Envoy Sergio Gor confirmed that Rubio will meet with billionaire Mukesh Ambani during his visit to Jamnagar, according to Business Standard. The meeting is particularly significant as Jamnagar is home to the world's largest oil refining complex, owned by Reliance Industries Ltd., with a capacity to process 1.4 million barrels per day of crude oil. In March, President Donald Trump announced that the US will build its first refinery in 50 years with investment from Reliance Industries. The refinery will be located at Brownsville in Texas at a cost of $300 billion, as announced by Trump. This energy cooperation represents a significant milestone in bilateral relations, with both nations working together to enhance energy security and industrial partnerships.
The visit comes at a crucial time when India and the US are nearing resolution of their bilateral trade agreement negotiations. External Affairs Minister S Jaishankar announced on Tuesday evening that negotiations on the India-US trade deal are heading towards a 'landing point', with a few issues still unresolved. Addressing the Bloomberg New Economy Forum, Jaishankar said 'I think we are waiting on a few things. I wouldn't be comfortable spilling the beans in public'. Earlier this month, Finance Minister Nirmala Sitharaman stated that the talks have reached a 'plateau', while Commerce and Industry Minister Piyush Goyal said the trade pact was 'done and dusted' but execution awaits competitive advantages for Indian exporters. The US is India's largest export destination and second-largest trading partner, with India's merchandise exports to the US valued at around $87.3 billion in 2025, while bilateral merchandise trade stood at nearly $141 billion.
India and the United States are significantly expanding cooperation across multiple sectors, with US Ambassador to India Sergio Gor highlighting the growing partnership during a programme marking 250 years of America's Independence. According to reports from PTI, Gor emphasized that the relationship spans all sectors, stating 'India and the US have a great relationship, there's so much happening; pick any sector and we're working together in it'. The envoy's comments come as both nations continue to strengthen bilateral ties through various initiatives and joint ventures, with Gor pointing to 'cooperation and investment creating significant opportunities for both sides'. The envoy also hinted at further developments, stating 'PM Modi and President Trump spoke just last week; so stay tuned for what comes next', indicating continued momentum in bilateral relations.
Rubio's visit will be accompanied by a US commercial delegation comprising over 200 business leaders, ushering in a new era of strengthened commercial cooperation for the United States and Central Asia. This substantial business delegation reflects the growing commercial interest between the two nations across multiple sectors. The technology sector is witnessing substantial progress with companies from both countries making significant investments and establishing operations, with Gor noting that 'incredible things are happening in both directions, with investments in the US and some of our companies opening large production facilities here in India'. The envoy described this bilateral investment pattern as 'an incredible opportunity'. Gor also indicated that additional visits by other cabinet members are slated for the coming months, signaling continued high-level diplomatic engagement.
Recent diplomatic developments suggest continued momentum in India-US relations, with Prime Minister Narendra Modi and US President Donald Trump having a discussion last week. According to PTI, Gor indicated that 'PM Modi and President Trump spoke just last week; so stay tuned for what comes next', hinting at potential further developments in bilateral ties. The Secretary will also participate in bilateral engagements with senior officials from all C5 countries -- Uzbekistan, Kazakhstan, Tajikistan, Turkmenistan, and the Kyrgyz Republic during his visit to Samarkand. Modi is also slated to visit Florida in mid-December to attend the Group of 20, or G20, Summit, with the White House confirming that Trump will attend the East Asia Summit in Manila from November 16-18. Rubio's visit demonstrates the high-level diplomatic commitment to strengthening India-US relations across energy, commerce, and strategic partnerships, even as trade negotiations face challenges.
