
IT major IBM and Indian AI firm Sarvam announced a partnership on Friday to accelerate the development and adoption of sovereign Artificial Intelligence technologies for government and regulated enterprises in India. According to a company statement, the collaboration aims to demonstrate and pilot technologies specifically tailored for central and state governments, public sector organisations and regulated industries. The partnership targets industry use cases relevant for central and state governments, public sector organisations, and regulated enterprises across India, with the combined offering purpose-built for these sectors aligned with the country's regulatory, security, and operational requirements.
The initiative will integrate IBM's Sovereign Core, a software designed to enable control over data and governance, with Sarvam's sovereign AI stack. As reported by Business Standard, the stack features reasoning models and India-first language and voice AI trained locally from scratch. Sriram Raghavan, General Manager, IBM Software, India and Software Innovation Lab, emphasized that IBM Sovereign Core provides an open, enterprise-grade platform and middleware foundation designed to help governments and regulated enterprises scale AI within environments they trust while addressing governance, security, and compliance requirements. By combining these capabilities with Sarvam's India-first AI technologies, the partnership aims to help organisations operationalize sovereign AI and accelerate the journey from experimentation to production-scale outcomes. Pratyush Kumar, Co-founder of Sarvam, noted that sovereign AI must operate within the existing systems used by governments and enterprises, emphasizing that their stack puts models, voice, and language technologies on top of (IBM's Sovereign Core), so a citizen can access a benefit or resolve a grievance in their own language, on a phone call.
The collaboration will focus on use cases including citizen services, grievance redressal, document processing and administrative workflows. According to the partnership announcement, this is intended to enable the delivery of secure, multilingual and voice-enabled government-to-citizen services at scale. The partnership aims to demonstrate and pilot technologies tailored for central and state governments, public sector organisations and regulated industries, with the combined offering powering these use cases on full-stack sovereign AI. In addition, the initiative aims to accelerate sovereign AI adoption through innovation pilots, solution accelerators, technical advisory services and knowledge-sharing programmes.
As part of the agreement, the IBM GovTech AI Innovation Center in Lucknow will serve as a joint incubation and demonstration hub. As reported by Business Standard, the facility will allow government departments, public sector organisations and industry stakeholders to explore the technical and operational requirements of moving AI from pilot stages to full-scale production. This strategic location positions the partnership to serve the government technology needs across India's central and state administrative systems, providing a practical platform for demonstrating sovereign AI solutions in real-world government scenarios. It is about giving organisations control over how AI is governed, deployed and operated".
The partnership builds on recent developments in India's sovereign AI ecosystem, with HCLTech recently partnering with Sarvam and the government of Odisha to establish its first AI data center in the state with an investment of ₹14,257 crore. This collaboration demonstrates the growing momentum behind sovereign AI adoption in India, with multiple technology companies aligning to address the country's regulatory and security requirements. The partnership positions both companies to capitalize on the expanding market for sovereign AI solutions across government and regulated enterprise sectors, leveraging localized AI technologies to meet India's specific governance and compliance needs.
