The Uttar Pradesh Township Policy 2023 was officially approved in March 2023 and published in June 2023 by the Housing and Urban Planning Department. According to the official policy document, the framework is designed as a licence-based private township development model with minimum area requirements of 12.5 acres for towns with population below 2 lakh and 25 acres for larger cities. The policy remains operative and continues to govern township projects alongside current building byelaws, master plans and development-authority rules. As reported by Invest UP, the policy aims to encourage private developers to create integrated townships with housing, roads, parks, utilities, commercial areas and social infrastructure.
Developers must demonstrate legal status and authority to undertake real-estate development, financial capacity, experience or technical capacity, control over the minimum required land, feasible development plan, ability to construct internal infrastructure, and compliance with real-estate, planning and environmental laws. According to the policy document, applicants must verify the minimum initial land-control requirement, form of ownership, registered agreement or development right accepted, deadline for assembling balance land, treatment of disputed or non-contiguous plots, and consequences of failing to complete land assembly. The policy provides affordable-housing obligations for economically weaker section and lower-income group housing under applicable state norms.
The policy mandates comprehensive planning for site boundaries, neighbouring land, existing and proposed roads, residential, commercial and public uses, water supply, sewerage and drainage, solid-waste disposal, electricity, parks and landscaping, community facilities, physical features such as water bodies and high-tension lines, and groundwater conservation. As reported by Invest UP, the framework includes land-use and conversion relief for original land-use classification changes within the approved township, with compliance requirements for the competent authority, nature of transaction, and whether land is being swapped. Commercial and mixed-use developments are permitted under the approved township licence, sanctioned layout, master or zonal plan, applicable zoning regulations, building and fire-safety rules, and environmental and traffic requirements.
According to Invest UP, the policy has resulted in township applications received, licences issued, land assembled, layouts sanctioned, housing units completed, economically weaker section and lower-income group units delivered, private investment realized, and projects cancelled or delayed. However, the policy faces several challenges including land assembly involving many landowners and disputed parcels, external infrastructure dependence on government agencies for trunk roads and utilities, affordable-housing delivery compliance monitoring, large project duration increasing financing and market risk, and regulatory overlap requiring compliance with multiple laws. The policy supports Uttar Pradesh's wider urban strategy including city master plans, transit-oriented development policy, affordable-housing frameworks, and current building regulations.
