
The Atal Pension Yojana (APY) scheme has achieved a historic milestone by surpassing total gross enrollments of 9 crore subscribers on April 21, 2026. According to the Union government's Finance Ministry statement, this represents the first time the flagship social security scheme has crossed this significant subscriber threshold. The scheme, launched on May 9, 2015, was designed with the vision of establishing a universal social security system for all Indians, particularly targeting the poor, underprivileged, and workers in the unorganised sector.
In a further testament to the scheme's growing outreach and impact, gross enrollments during Financial Year 2025-26 have crossed 1.35 crore subscribers, marking the highest-ever enrollments recorded in a single financial year since the inception of the scheme. As per the Finance Ministry statement, this represents the strongest yearly performance in 2025-26, with the surge reflecting deeper penetration of retirement savings among low-income and unorganised sector workers. The milestone highlights the gradual strengthening of India's social security net for workers outside the formal employment system.
The APY is a voluntary, contributory pension scheme primarily focused on the poor, underprivileged, and workers in the unorganised sector. According to the Finance Ministry statement, the scheme provides a 'Sampurna Suraksha Kavach' (Complete Security Shield) with guaranteed monthly pension ranging from ₹1,000 to ₹5,000 for subscribers after attaining 60 years of age. The scheme also ensures that the same pension continues to the spouse after the subscriber's demise and provides return of the corpus accumulated till the age of 60 to the nominee after the death of both. The system is managed by the PFRDA with support from banks, post offices and regional rural financial institutions.
The scheme is open to all Indian citizens between the age of 18 and 40 years, except those who are or have been income tax payers at the time of enrolment. Over the past decade, the scheme has witnessed remarkable growth driven by sustained efforts of banks (PSBs/RRBs/Private Banks/SFBs/Co-operative banks), SLBCs/UTLBCs/LDMs, the Department of Posts (DoP) and continuous support from the Union government. According to the Finance Ministry statement, the PFRDA has played a proactive role in expanding the scheme's footprint across all states and districts through extensive outreach initiatives, capacity-building programs, multilingual awareness materials, media campaigns, and regular performance reviews. Officials credited the expansion to sustained awareness campaigns and simplified onboarding processes, which have helped extend coverage into rural and semi-urban regions.
