The Uttar Pradesh Warehousing and Logistics Policy 2022 was officially launched in December 2022 by the Infrastructure and Industrial Development Department, with the Uttar Pradesh State Industrial Development Authority serving as the nodal agency. According to the official policy document, the framework provides five-year validity from its effective date, unless amended or replaced earlier. The policy targets developers of warehouses, silos, cold-chain facilities, logistics parks, truck terminals, dry ports, cargo terminals, berthing terminals and inland vessels, offering comprehensive financial and regulatory support for storage and freight-handling facilities.
The policy offers substantial capital subsidies based on project location and category. Storage facilities receive ₹5 crore subsidy for projects outside designated logistics zones, while ₹10 crore subsidy is available for projects within designated zones. Dry ports and logistics parks qualify for ₹25 crore subsidy outside zones and ₹50 crore within zones. Cargo terminals are eligible for ₹20 crore for Type-B terminals and ₹50 crore for Type-A terminals under the Union government's Gati Shakti Cargo Terminal scheme. Additionally, the policy provides stamp-duty exemption of 100% in Bundelkhand and Purvanchal regions, 75% in Madhyanchal and Paschimanchal (excluding Gautam Buddha Nagar and Ghaziabad), and 50% in Gautam Buddha Nagar and Ghaziabad.
The policy establishes specific minimum investment requirements across different project categories. Warehouses require ₹20 crore minimum investment, while silo projects need ₹30 crore and cold-chain facilities ₹15 crore. Inland container depots or container freight stations require ₹50 crore investment, and berthing terminals and Type-B cargo terminals both need ₹20 crore. The policy also covers inland vessels without specified investment thresholds. As reported by the policy document, designated logistics zones near major freight and transport infrastructure offer higher support levels for eligible projects.
The policy framework includes comprehensive implementation procedures through Uttar Pradesh State Industrial Development Authority and Nivesh Mitra platform. According to the implementation procedures published in April 2023, applicants must follow a structured process including project categorization, detailed reporting preparation, land control establishment, application submission through prescribed mechanisms, and completion of multiple approvals including land-use, building, environmental, fire and transport permissions. The policy requires developers to complete minimum investment and infrastructure requirements before beginning commercial operations and submitting audited expenditure documents for approved back-end incentives.
