Union Home Minister Amit Shah on Tuesday launched Vinimay, a Land Port Management System (LPMS) aimed at digitising and streamlining cargo processing and passenger movement across India's land borders. According to reports from Business Standard, Shah described the initiative as reflecting the government's commitment towards building a modern, technology-driven border management system. The platform aligns with the vision of Viksit Bharat 2047 and will strengthen trade facilitation, connectivity and national security. During the launch ceremony, Shah noted that 'Vinimay' would create an end-to-end digital processing facility for the movement of cargo and passengers across India's border ports, resulting in almost 90% less paperwork and reduced wait and process times. Speaking at the launch event, Shah highlighted the importance of the new system in strengthening border management, stating that 'The Land Port Management System has been designed keeping in mind the requirements of all stakeholders, while giving special emphasis to security. Together with the Smart Border initiative, this system will help create an impregnable and secure border management framework.'
As reported by Business Standard, LPMS is designed as a modern, digital, integrated and real-time management platform, bringing all stakeholders onto a single interface. The platform enables secure, real-time exchange of logistics and regulatory information among customs, immigration authorities, border guarding forces, transport operators, and traders. The system introduces end-to-end digital workflows for both cargo and passenger processing, featuring slot booking, online payments, shipment tracking, gate management, and single-window clearances. According to the Ministry of Home Affairs (MHA), the new platform will introduce a Single Electronic Window that allows users to access multiple services through one system. The system is expected to eliminate nearly 90 per cent of paperwork and reduce truck waiting times by 40 to 60 per cent. Gate processing time is projected to decrease by 22 to 35 per cent through features such as Single Electronic Window clearances and Automatic Number Plate Recognition (ANPR)-based gate operations. The Vinimay digital platform allows stakeholders to exchange information in real-time which increases transparency, improves operational efficiencies and enables better oversight of activities occurring at land ports.
According to the government data cited by Business Standard, trade routed through land ports has jumped sixteen-fold from around ₹5,000 crore in 2014 to ₹83,000 crore currently. Currently, 15 land ports are operational, while 11 more are expected to become operational over the next two to three years. The platform addresses the need for modernisation as land ports have relied on multiple agencies operating through separate processes, often involving significant paperwork and manual clearances. The Vinimay platform digitizes the process of moving goods, people and vehicles through border crossings which minimizes reliance on manual paperwork and provides faster and more efficient operations at border crossings. With 15 land ports currently operational and more in the pipeline, the rollout of LPMS signals a shift towards a more integrated, efficient and future-ready land border infrastructure. The government plans to develop 11 additional land ports over the next two to three years, which will increase the total number of operational land ports in the country to 26.
As reported by Business Standard, the Ministry of Home Affairs is developing a four-pronged strategy to secure India's borders under the Smart Border concept, in which the Land Ports Authority will play a key role. Shah emphasised that LPMS and Smart Borders together will help create a more secure and modern border management framework, curb illegal activities and ensure a robust border security system. The platform has been integrated with national systems including ICEGATE, Unified Logistics Interface Platform (ULIP) and the motor vehicle ecosystem, enabling faster verification and improved coordination among agencies. The LPMS integrates cargo management, vehicle processing and inter-agency coordination on one platform, allowing border agencies to access and exchange information in real time. The Vinimay digital platform eliminates the need for traders, transport operators and passengers to complete paper-based applications by allowing them to complete all applications electronically from anywhere at any time. Advanced tracking and monitoring of cargo and people help to enhance security at the border by giving governmental authorities the ability to monitor both cargo and passenger movements while maintaining accurate digital records.
