
The Central government has pursued twelve years of reforms guided by the vision of Digital India and citizen-centric governance, introducing technology-driven systems that have significantly simplified pension-related processes and reduced dependency on physical documentation. According to the Ministry of Personnel, Public Grievances & Pensions, these technological advancements have enabled pensioners to submit life certificates anytime and anywhere using a smartphone. The Department of Pension & Pensioners' Welfare (DoPPW) has leveraged technology, stakeholder engagement and grassroots outreach to ensure timely support and services for pensioners across the country.
To maximise outreach, DoPPW has conducted four Nationwide Digital Life Certificate Campaigns since 2022. The latest DLC Campaign 4.0, held in November 2025, generated over 1.91 crore Digital Life Certificates, including over 57 lakh by Central Government pensioners. As reported by the Ministry of Personnel, Public Grievances & Pensions, these campaigns have significantly expanded the reach of digital pension services across the country, making pension-related services more accessible, transparent and citizen-centric. The introduction of Aadhaar-based Digital Life Certificates (Jeevan Pramaan) in 2014, followed by face authentication technology in 2021, has enabled pensioners to submit life certificates remotely using mobile devices, removing the need for physical visits to banks or government offices.
The government has strengthened participatory governance through an active network of 57 Pensioners' Welfare Associations (PWAs) acting as an extended arm of the Department. According to the official statement, these associations play a vital role in supporting grievance redressal, assisting pensioners in accessing services, spreading awareness about digital initiatives, and helping implementation of nationwide campaigns. Regular outreach meetings organised by DoPPW with PWAs across states have helped bring grassroots concerns directly to policymakers, ensuring responsive and inclusive governance. Regular interaction between the Department and these associations has helped policymakers better understand challenges faced by pensioners and develop more responsive solutions.
DoPPW has institutionalized Bankers' Awareness Programmes (BAPs) to improve service delivery at pension disbursing banks. A total of 13 awareness programs have been conducted in collaboration with major pension disbursing banks to familiarise field functionaries with evolving pension rules, procedures and digital initiatives. These programs have strengthened the capacity of banking personnel and contributed to more efficient and pensioner-friendly services, as reported by the Ministry of Personnel, Public Grievances & Pensions. These training initiatives have helped improve service quality at pension-disbursing banks and contributed to faster and more efficient service delivery for pensioners.
Pensioners' Awareness Programmes (PAPs) have been organised across the country to educate pensioners about pension rules, digital services, grievance redressal mechanisms and welfare initiatives. These programmes provide opportunities for direct engagement between pensioners and government stakeholders. These programmes have provided a platform for direct interaction between pensioners and stakeholders, promoting awareness and empowering pensioners to access government services with confidence. According to the Ministry of Personnel, Public Grievances & Pensions, these initiatives have made pension-related services more accessible, transparent and citizen-centric, improving the quality of life for pensioners nationwide. The reforms reflect the government's sustained commitment to improving service delivery through digital innovation, institutional engagement, and citizen empowerment, ensuring greater dignity and convenience for millions of senior citizens.
