The Rekha Gupta-led Delhi government has prepared a detailed cabinet note seeking approval for the constitution, governing structure, mandate and functioning of the Delhi Institute for Transformation and Innovation (DITI). As per the latest reports, the planning department has prepared this draft note following the CM's announcement in her Budget 2026-27 speech and subsequent allocation of ₹59 crore for DITI this fiscal. This represents a significant step forward in the formal establishment of the city's premier advisory body.
The governing board will be chaired by the chief minister's nominee, as stated in the official notification. All ministers of the Delhi government, the chief secretary, the vice-chairperson of the Delhi Development Authority, the commissioner of the Municipal Corporation of Delhi and the chairperson of the New Delhi Municipal Council will serve as members. The administrative secretary of the Planning Department will serve as the member secretary, with officials from relevant departments and national and international subject experts invited to meetings as decided by the chairperson.
The Executive Committee will be chaired by the chief secretary and include the administrative secretaries of the Planning, Urban Development, Public Works Department, and Irrigation and Flood Control departments, along with a representative of the lead knowledge institution, Guru Gobind Singh Indraprastha University. According to the notification, the committee will prepare development strategies, sectoral targets, socioeconomic goals and the Vision Delhi 2047 roadmap, support coordination across government departments and strengthen the monitoring, evaluation and innovation ecosystem.
As reported by the notification, DITI will provide strategic inputs on emerging challenges and opportunities and assist the Delhi government in preparing medium- and long-term development frameworks, including a comprehensive 'Vision Delhi 2047'. The institute will evaluate the implementation of programmes and initiatives, including identifying resources and accelerating governance reforms. Eight priority sectors have been identified for DITI's focus: economy and finance, environment and ecology, health, social sector, education, urban development and infrastructure, sustainable development goals, and IT and data analytics. This comprehensive approach ensures the institute addresses Delhi's diverse development needs across multiple sectors.
According to officials, DITI will promote partnerships with national and international think tanks, educational institutions and policy research organisations to support Delhi's development agenda. The institute will also focus on identifying development priorities, ensuring that vulnerable sections benefit from economic progress, and monitoring the effectiveness of policies and programmes. This establishment aligns with the Delhi government's goal of 'Viksit Dilli by 2047' under the leadership of Chief Minister Rekha Gupta.
