Cardano founder Charles Hoskinson has initiated a comprehensive review of more than 11,000 decentralized autonomous organizations as debate intensifies over the network's funding mechanisms and future direction. According to reports from Crypto.news, Hoskinson announced the initiative on X on Sunday, citing a decade of governance research as the foundation for proposals he intends to bring forward via the network's constitution and new technology. The review encompasses a decade of research inside and outside the cryptocurrency sector, with Hoskinson indicating he may become a delegate representative and host a mini-convention before the 2027 constitution process.
The governance review coincides with a contentious funding proposal that has divided the Cardano community. As reported by Crypto.news, 81% of active stakeholders opposed a 32.9 million ADA proposal to fund Input Output Global's research lab for another year as of May 22. The vote, which runs through June 8, places Cardano's research budget at the center of its on-chain governance system. However, the latest data reveals roughly 87% of Delegated Representatives (DReps) are currently voting against the measure, which funds Cardano's 2026 research roadmap including quantum security and scaling architecture. Some delegate representatives are advocating for clearer milestones and open requests for proposals instead of direct renewal for IOG, creating significant tension within the network's treasury system.
Hoskinson has escalated his warnings about the funding proposal's potential impact on Cardano's research capabilities. According to the latest reports, he has warned that IOG will not resubmit the proposal if rejected and that a failure could trigger layoffs and damage the network's research-driven identity. The Cardano founder is now weighing whether to register as a DRep himself, a move that would give him a direct vote in Cardano's on-chain governance system. This represents a significant shift in Hoskinson's approach to network governance, as he previously warned that the network could lose researchers if the funding proposal fails.
Recent financial data from DefiLlama reveals Cardano's current performance metrics that are influencing governance discussions. The platform reported Cardano generated approximately $517 in 24-hour chain revenue, $2,583 in chain fees, and $1.83 million in DEX volume. Additionally, DefiLlama listed ADA's market capitalization near $9.08 billion. These figures have made governance spending a more public issue for the network, with supporters of tighter budgets demanding clearer results from treasury funds while research supporters argue that deep technical work remains fundamental to Cardano's identity.
The scope of Hoskinson's review suggests he is seeking structural solutions rather than short-term fixes for Cardano's governance challenges. Drawing on models from thousands of DAOs could inform amendments to how Cardano sets its roadmap and handles executive-level disputes through its constitution. The push follows a period of sustained tension within the Cardano community over governance direction, including earlier friction over how IOG approached Cardano's Foundation. Hoskinson has indicated more details will follow, with the 2027 deadline giving him limited time to build consensus around proposed constitutional reforms and new governance tooling.
