Madhya Pradesh Chief Minister Mohan Yadav and Union Minister Jyotiraditya Scindia laid the foundation stone for the ₹2,500 crore Adani Defence Manufacturing Plant in Madhya Pradesh's Shivpuri on Sunday (July 5). According to reports from ANI, the ceremony was attended by Adani Group's Karan Adani and Jeet Adani, who also participated in the foundation-laying ceremony. During the event, the officials also inaugurated and performed the groundbreaking ceremony for development projects worth ₹211.29 crore. Speaking at the ceremony, Jeet Adani highlighted the progress of existing operations, stating that the company's Light Machine Guns programme has already delivered 2,000 units to the Armed Forces — 11 months ahead of schedule. He emphasized that "In the defence and aerospace sector, we are promoting indigenisation, working closely with the DRDO and the Armed Forces to systematically reverse India's dependency on imports." He added that "Gwalior gave MP its first exposure to serious defence manufacturing. Today, that complex manufactures our entire portfolio of Light Machine Guns, Assault Rifles and Carbines." Calling the Shivpuri project a landmark for the company, Jeet Adani said "This facility will bring raw materials and mission-ready missiles under one roof -- a historic first outside the public sector."
The Shivpuri complex will establish India's first backward-integrated private-sector missile manufacturing ecosystem, bringing the entire missile manufacturing value chain—from raw materials to mission-ready missile systems—under one roof, marking a historic first outside the public sector. As per Adani Enterprises, the facility will manufacture medium- and long-range missile systems and include comprehensive facilities for composite propellant manufacturing as well as TNT and explosive-grade material production. This integrated approach will strengthen India's indigenous defence production capabilities and reduce dependence on imported defence equipment. The plant will comprise a missile complex, a composite propellant complex and a TNT complex, with the facility being set up by Adani Defence and Aerospace, a subsidiary of the Adani Group, at a cost of about ₹2,500 crore. The project aligns with the Centre's push for defence self-reliance, with Jeet Adani noting that the company is working closely with the Defence Research and Development Organisation (DRDO) and the armed forces. The facility is aimed at supporting Prime Minister Narendra Modi's Atmanirbhar Bharat and Make in India initiatives. Jeet Adani said "Shivpuri is the next giant leap in that journey as we bring a full-range, integrated missile ecosystem to manufacture medium- to long-range missile systems, replacing foreign dependency with domestic power."
Jeet Adani announced that the company will invest ₹2,500 crore in the project over the next three years, creating 5,000 direct and indirect jobs and drawing over 50 MSMEs into a highly specialized supply chain. The facility will create roles across manufacturing, engineering, quality control, logistics, administration and support services, providing skilled and semi-skilled employment to the region's youth. The official release confirms that the Adani Defence Manufacturing Plant in Shivpuri aims to be fully operational within three years from the foundation-laying, with this timeline including land development, construction of manufacturing facilities, installation of machinery, workforce training, testing and certification processes aligned with defence standards. The phased rollout over three years will allow for steady scaling of capacity, ensuring quality and reliability in line with the requirements of the Indian armed forces and other defence agencies. Jeet Adani emphasized that "We are going deeper than just assembly. We are establishing composite propellant manufacturing as well as TNT and explosive-grade material production."
The investment comes as several next-generation missile programmes developed in partnership with the DRDO, including NGARM, Rudram-II, NASM-SR, Long-Range Glide Bomb 'Gaurav' and the Tactical Autonomous Reconnaissance and Attack (TARA) system, move towards production. According to Adani Defence & Aerospace, the facility will use advanced manufacturing technologies, automated production systems and globally benchmarked safety standards to support multiple missile programmes simultaneously. The company stated that the facility is designed to cater to the requirements of the Indian Armed Forces and trusted international partners, with the investment expected to strengthen India's defence industrial capabilities. Jeet Adani, Director, Adani Defence & Aerospace, said the project would bring missile system integration together with the production of critical materials at a single location, creating South Asia's largest private-sector missile ecosystem. He added that "The investment would strengthen India's defence preparedness while contributing to the country's Aatmanirbhar Bharat initiative."
The Shivpuri project forms part of Adani Group's broader investment plans in Madhya Pradesh, with Chairman Gautam Adani announcing investments of ₹1.10 lakh crore across hydro pumped storage, cement, mining, smart meters and thermal power projects at the Global Investors Summit in Bhopal last year. Jeet Adani highlighted that the group had already invested over ₹4,000 crore in its Ametha and Kymor cement plants in Katni district, while Adani Power currently supplies 1,200 MW of electricity to Madhya Pradesh, with another 5,600 MW under development. The company is also developing wind energy projects in Dhar, Ratlam and Ujjain, besides a proposed cement plant in Ujjain and the recently launched ₹1,060-crore cement project at Guna. Calling these investments a commitment to the state's long-term development, Jeet Adani emphasized that "These investments are not merely in plants and factories but in the people and the future of Madhya Pradesh." In addition to the defence project, Union Minister Jyotiraditya Scindia on Saturday inaugurated a 4.5-megawatt solar power plant built at a cost of ₹20 crore at Khutiyawad, along with a check dam constructed for ₹17.98 lakh in Guna district. Jeet Adani noted that "Together, Gwalior and Shivpuri will stand as twin engines of defence innovation in Madhya Pradesh. They will ensure that the advanced systems protecting our skies are proudly built by Indian hands, on Indian soil."
