Government support dwarfs MTNL's own asset sales — ₹40,399 Cr sovereign-guarantee bonds, ~₹6,000 Cr administrative 4G spectrum allotment and ₹6,982 Cr of 2025 CAPEX routed through BSNL. The Powai sale at ₹891.53 Cr is trivial next to this, so the sovereign backstop, not monetization, is what actually keeps MTNL solvent.
Every rupee MTNL raises needs a new government sign-off — Presidential, Alternative Mechanism, then Board. Combined with BSNL running the network since January 2025, MTNL has effectively ceded operational and financial autonomy; equity holders own an execution vehicle for a revival plan they do not control.
BSNL-MTNL merger has been approved only in principle since 2019 and remains incomplete. Selling property now sidesteps the unresolved question of which entity owns MTNL's land bank post-merger, but it also means remaining assets are being monetized before the merged balance sheet is even defined.
