
The Uttar Pradesh Real Estate Regulatory Authority (UPRERA) has issued a comprehensive advisory outlining six critical steps homebuyers must follow before purchasing property. The guidance effectively serves as a checklist before paying booking amounts or signing agreements, particularly important for buyers taking loans who could face years of financial stress from wrong property decisions. As property investments continue to rise across Uttar Pradesh, UPRERA urges homebuyers to exercise greater caution before purchasing any property. UPRERA Chairman Sanjay Bhoosreddy emphasized that "homebuyers are advised not to rely solely on promotional materials or verbal assurances by developers and agents. Instead, they should use the official UPRERA portal as the primary source of verified information."
The regulator has identified six key areas requiring careful scrutiny before property purchase. As reported by Business Standard, the first step involves verifying land title and ownership to ensure developers legally own the land or have valid rights to develop it. Buyers must confirm the land is free from disputes, encumbrances or legal proceedings against it, as unclear ownership records significantly increase project delay and court case risks. The second step involves verifying approved maps and layout plans to confirm whether marketed flats, towers, or amenities are actually approved by competent authorities. UPRERA specifically advises checking the sanctioned building plan and layout to ensure the project being offered for sale is exactly what has been approved by authorities.
Under the Real Estate (Regulation and Development) Act, developers must deposit 70% of collected money into separate project-specific accounts to ensure funds are used only for construction and development. According to Business Standard, UPRERA advises buyers to verify these bank account details through the portal, which serves as an important safeguard against fund diversion. The regulator also recommends studying quarterly progress reports to assess construction status and timelines, with frequent updates indicating better transparency and execution discipline. Promoters are required to update Quarterly Progress Reports (QPR) of projects on the portal as work is carried out, allowing buyers to check construction status and timeline adherence before purchasing.
Before finalizing purchases, buyers should review complaints filed against promoters to evaluate risk levels. As reported by Business Standard, a high number of unresolved grievances related to delayed possession, refund disputes, or quality concerns may indicate elevated risk. While occasional complaints may not be unusual in large projects, repeated disputes or regulatory action against builders should be carefully evaluated. UPRERA specifically advises checking if any complaints have been made against the promoter and in respect of what, noting that if the number of complaints pending against the promoter is more, it should be a cause of concern. The advisory specifically warns against relying solely on promotional material or verbal commitments from developers and agents.
Homebuyers can access project details through the official UPRERA portal by visiting the 'Registered Projects' section and searching through project names or registration numbers. According to Business Standard, buyers can open project profiles using the 'Blue Eye' icon to review registration status, completion timelines, promoter information, land records, and project bank accounts. The portal allows buyers to check unit inventory details uploaded on the portal to validate that the unit is registered and up for sale, helping avoid duplicate or fake sales. UPRERA has strengthened its online portal to ensure all important project-related information is available to the public.
