Chief Minister Rekha Gupta announced that the Delhi government will introduce the Delhi Land Records Bill, 2026, to create a comprehensive digital database of every property in the national capital. As reported by the Chief Minister's Office (CMO), the government is preparing the Land Records Bill, 2026 and planning to introduce property Aadhaar cards for each property in the city. The legislation, which has been reviewed by a Group of Ministers and is currently in the approval process, will provide the legal framework for assigning a Unique Property ID to every property through the proposed Property Aadhaar Card. The proposed Delhi Land Records Bill, 2026, will not be tabled in the Monsoon Session of the Assembly and the government is likely to convene a special session later in connection with the Bill. Under the proposed Delhi Land Records Bill, 2026, the exercise will extend beyond villages to cover every residential, commercial and other category of property in urban areas as well, according to the CMO. A digital record will be created for every floor of every building, ensuring that no property in the capital remains outside the scope of the exercise. The project will begin in rural Delhi before being expanded across the National Capital Territory, with village-wise mapping being carried out in rural areas first. The Survey of India will provide technical assistance for the exercise, building on the experience from the first phase covering 30 rural villages under the Centre's SVAMITVA scheme, where survey and identification work has been completed and SVAMITVA property cards are under preparation. Chief Minister Rekha Gupta emphasized that just as the Aadhaar card has provided every citizen with a trusted form of identity, every property in Delhi will now be given a secure and authentic digital identity.
The proposed property database is expected to support implementation of government welfare schemes by providing an authenticated record of properties. As reported by the CMO, it could eventually be linked to schemes such as the Delhi Lakshmi Yojana, under which eligible women are to receive a monthly financial assistance of ₹2,500. The database is also expected to support implementation of the Delhi Lakhpati Bitiya Yojana, under which financial assistance will be provided for up to two girls in a family through phased deposits from birth until graduation. Additionally, the government is set to launch a family card to create a unified household database for the delivery of welfare schemes. This unique family property card, to be provided to every household in Delhi, will have details of the particular family, its caste, occupation, details about welfare schemes the family is availing and vaccination records. The digitized records will integrate with the Family Card initiative to streamline welfare distribution, as announced by Chief Minister Rekha Gupta. The proposed Property Aadhaar card will serve as a unique digital identity for each property and will be linked to a family property record containing household information, caste, occupation, welfare schemes being availed and vaccination records.
Delhi Chief Minister Rekha Gupta stated that the absence of an integrated land records system has for decades complicated property ownership, sale and purchase, inheritance, loan approvals and building permissions, besides contributing to litigation over land ownership. According to the CMO, for decades, the absence of a systematic land records system has caused difficulties in proving ownership, property transactions, inheritance, securing loans, building plan approvals and resolving disputes pending before courts. She emphasized that authenticated digital property records would eliminate ambiguity, improve transparency and make public services related to land and property more efficient. The Chief Minister described the initiative as not merely about creating records but about laying the foundation for Delhi's future digital governance framework. The government expects the proposed digital records to help residents in matters involving ownership, inheritance, property transactions, bank loans and building-plan approvals, and could also assist in resolving property disputes pending before courts and revenue authorities.
Describing the SVAMITVA project as a successful pilot, the Chief Minister said the exercise had created authenticated property records and reduced the scope for future land disputes in rural areas. According to the CMO, the initiative will make property ownership and related services simpler, more transparent and more reliable. Just as the Aadhaar card has provided every citizen with a trusted form of identity, every property in Delhi will now be given a secure and authentic digital identity. The system aims to provide a trusted digital identity for every property, similar to how the Aadhaar card serves citizens, ensuring that property ownership and related services become more accessible and reliable for all residents. With the new system in place, authenticated digital property records will be available, eliminating ambiguity, improving transparency and significantly reducing land-related disputes. The government has not yet specified whether the proposed Property Aadhaar Card will itself serve as proof of ownership or function as a unique identification record linked to existing title documents. Details on the documents required from property holders, verification of ownership, correction of errors and challenges to disputed entries are expected to be set out in the Bill and the rules framed after its passage in the Assembly.
