However, oil companies face a high tax rate of 55%, while some taxes and fees remain including value-added tax (VAT), excise taxes, and customs duties on imports.
As reported by Mint, Qatar follows Dubai's model by not imposing personal income tax or corporate tax, though it maintains a 5% VAT on all goods and services. Kuwait does not impose personal taxes but requires residents to pay customs duties on imports. The UAE and Oman are both classified as tax-free nations, with UAE residents having no obligations for tax registration or reporting, while Oman provides exemptions on personal income tax and no taxes on property, wealth, or capital gains income.

Monaco provides zero income tax for residents but subjects companies to 10% taxes.
As reported by Mint, the Cayman Islands maintains comprehensive tax exemptions including no income tax, payroll tax, capital gains tax, or withholding tax, along with no corporate tax. Bermuda operates with personal income tax, corporate tax, and capital gains tax, but residents pay only 5.5% payroll tax. These offshore financial centers demonstrate alternative revenue generation models without relying on personal income tax collection.
Recent developments show Turkey's citizenship program has processed over 40,000 applications and generated $15 billion investment since 2017 at the current $400,000 threshold.
