
The Pension Fund Regulatory and Development Authority has launched Retirement Income Schemes (RIS) alongside new drawdown options under the National Pension System, as announced in a circular dated May 15, 2026. According to PFRDA, these changes aim to provide predictable cashflow and extend the life of retirement funds. The RIS will be a new lifecycle scheme offering an annual glide path that will reduce a subscriber's equity exposure from 35% at age 60 to a floor of 10% at age 75, holding constant thereafter until age 85. Drawdown options will provide periodic payouts such as monthly, quarterly, and annually from the lump sum portion of a subscriber's corpus, with withdrawals able to be made alongside mandatory NPS annuity payouts.
The most significant structural shift involves the annuity requirement for private-sector and non-government subscribers. As reported by Zee News, previously, retirees were required to deploy 40 percent of their accumulated corpus into an annuity product, leaving 60 percent available for lump sum withdrawal. Under the revised framework, the mandatory annuity floor drops to 20 percent, freeing up to 80 percent of the corpus for lump sum or phased withdrawal. However, PFRDA clarified that there will be no guarantee or assurance of a fixed payout under the new schemes and payouts are subject to market risk. The mandatory annuitisation requirement of 20% or 40% of the corpus remains intact, ensuring the minimum statutory requirement for life-long pension. The latest policy circular has fundamentally restructured this traditional arrangement, turning it completely on its head and granting retirees immediate access to much larger chunks of liquidity.
For subscribers whose total corpus does not exceed ₹8 lakh, the annuity requirement is waived entirely, allowing full withdrawal. According to Zee News, those with a corpus between ₹8 lakh and ₹12 lakh can withdraw up to ₹6 lakh as a lump sum, with the remainder channelled into annuity or structured withdrawal products. The regulator has been explicit that new drawdown options sit alongside the annuity requirement rather than replacing it. PFRDA presented an illustrative example where a subscriber with ₹8,00,000 units at NAV of ₹10 can receive 2,666.67 units per month at a payout frequency of 12 times per year, assuming monthly withdrawals.
