The Employees' Provident Fund Organisation (EPFO) has officially extended the deadline for employers to file Electronic Challan-cum-Return (ECR) for September 2026 by 16 days, giving businesses more time to comply with the revised provident fund wage ceiling. According to EPFO Circular No. Compliance/AnnAcPlan/2022-23/RationalizationofECR-Part(1)/e-704368, dated 13.10.2026, employers now have until October 31, 2026, instead of October 15, 2026, to submit the monthly return containing employee-wise wage and contribution details under the Employees' Provident Fund (EPF), Employees' Pension Scheme (EPS) and Employees' Deposit-Linked Insurance (EDLI) schemes. The circular specifically addresses the genuine technical, operational and administrative difficulties employers faced due to the mid-month wage ceiling revision. As per the EPFO, the extension was announced considering the additional time required for filing the ECR due to the revision of the wage ceiling.
The extension follows the revision of the EPF wage ceiling from ₹15,000 to ₹25,000, notified on September 17, 2026 through Notification S.O. 5109(E) dated 17 September 2026 under the Code on Social Security, 2020. This change required employers to account for the applicable wage ceiling while calculating contributions for the month, making September 2026 a split month with September 1-16 using the earlier ₹15,000 ceiling and September 17-30 applying the revised ₹25,000 ceiling. The wage ceiling change creates a split-period calculation for September, with employers having to rework payroll systems, pay bills, employee-wise contribution calculations and statutory records at short notice. Employers told EPFO through multiple representations that this created genuine technical, operational and administrative difficulty. The government notified the increased wage ceiling of ₹25,000 on September 17, meaning contributions to the EPF, EPS and EDLI will be calculated at increased rates from that date.
The September 2026 return requires employers to separate wages and contribution calculations for the two periods, with employers needing to examine how the revised ceiling changes contributions from September 17. According to the circular, employers should not assume that the revised ceiling automatically means every employee's contribution will be calculated at ₹25,000, as the applicable contribution base and treatment of individual employees must be checked before filing. The ECR contains details of employees' wages, provident fund contributions and other applicable statutory contributions, making the September filing particularly complex due to the wage ceiling change during the month. The ECR stands for Electronic Challan Cum Return, which is an electronic monthly return to be uploaded by an employer through the EPFO portal, containing member-wise details of wages and contributions to the EPF scheme, the EPS and EDLI. Establishments with staff in the ₹15,000–₹25,000 wage band face the heaviest burden, as their September payroll had to be split across the two ceilings.
The deadline extension provides more time for employers to verify their payroll and contribution records rather than postpone filing until the final day. As reported by multiple sources, employers should reconcile payroll data, check employee eligibility under applicable EPF and EPS rules, verify ECR details match payroll records, complete payment and filing formalities, and retain supporting records for future reconciliation. The circular specifically accepts that employers need time to complete payroll revisions accurately rather than file wrong returns under deadline pressure. The EPFO first announced October 15 as the initial deadline to file the ECR for September, but later extended it to October 31, 2026. Employers are encouraged to take advantage of the extended period and the Amnesty Scheme for status regularisation. Employees can also check their provident fund passbooks and contribution records to ensure amounts credited by employers are consistent with salary and applicable contribution rules.
Separately, the EPFO has asked eligible establishments to apply under the Amnesty Scheme 2026 for retrospective regularisation of the exempt status of provident fund trusts. According to the Ministry of Labour and Employment's statement dated October 13, 2026, the deadline for applications is December 28, 2026. With less than three months remaining before the deadline, the EPFO is urging eligible establishments pan-India to expedite their submissions. The scheme provides waivers of statutory requirements, including minimum employee headcount, corpus size, and the three-year compliance rule, along with complete operational flexibility post regularisation to comply either as an exempt or an unexempt establishment. The Ministry reports that chartered accountants and statutory auditors have been engaged to identify and assist qualifying PF Trusts, while EPFO zonal and regional offices have organised nationwide seminars and workshops to engage directly with local establishments. To ensure maximum awareness, the EPFO has rolled out multi-channel initiatives across the country, conducting strategic meetings and seminars in collaboration with key industry and market bodies, including the Confederation of Indian Industry (CII), the Institute of Chartered Accountants of India (ICAI), and the Bombay Stock Exchange (BSE).
