The Centre has introduced a paperless CGHS pensioner card application process through the Bhavishya Portal for retiring central government employees. According to reports from Mint and Business Standard, this development has been made possible by the Ministry of Health and Family Welfare (MoH&FW), in collaboration with the Department of Pension & Pensioners' Welfare (DoPPW). The core objective of this initiative is to reduce paperwork, bring transparency, reduce ambiguity and eliminate duplication of documentation to ensure timely access to CGHS healthcare benefits after retirement. As per the latest office memorandum from the ministry, the new integrated system will automatically fetch approved pension-related details available on the Bhavishya portal for pre-filling of the CGHS Pensioner Card application, creating a simplified, paperless and tech-savvy way for retiring central government employees to process their applications. The ministry noted that the Department of Health & Family Welfare and Department of Pension & Pensioners' Welfare (DoPPW) have integrated the CGHS web portal with the Bhavishya web portal to enhance the ease of living for retirees and pensioners.
In the new integrated system, pension-related details are automatically verified on the Bhavishya portal and will automatically populate in the CGHS pensioner card application. As reported by Mint and Business Standard, until now, retiring employees completed their pension formalities through the Bhavishya portal but had to separately apply for a CGHS pensioner card by entering many of the same personal and pension-related details again. With the new integration, information already approved on the Bhavishya portal will automatically populate the CGHS pensioner card application, reducing duplicate data entry, minimising manual verification and lowering the chances of errors. The Permanent Account Number (PAN) for all retired citizens seeking CGHS services will serve as the unique identifier for secure, real-time data exchange between the two platforms. After the Head of Office verifies the pension papers, the Pension Payment Order (PPO) is generated, and employees can pay the prescribed CGHS contribution through the BharatKosh payment gateway. Once payment is completed, the CGHS pensioner card is generated digitally and can be downloaded from both the CGHS and Bhavishya portals. The ministry emphasized that under the integrated system, approved pension-related details from the Bhavishya portal will automatically fill the CGHS application, reducing the need for employees to fill in the same information twice and eliminating additional paperwork and manual verification.
According to the official announcement, the new integrated process is an additional facility and does not override or replace the existing online application system. As reported by Mint and Business Standard, the Health Ministry has clarified that the integration is optional and employees who prefer the current method can continue applying for their CGHS pensioner cards directly through the CGHS online portal. The Bhavishya app allows online tracking of pension sanction and payment process by individuals as well as the administrative authorities, while the new system will reduce delays and prevent duplication of information. The integration is expected to cut processing time, reduce manual intervention and make it easier for Central government employees to access healthcare benefits immediately after retirement. The ministry has asked all the ministries and departments to inform retiring government employees about the new facility so they can make full use of the integrated digital platform. The ministry emphasized that the facility has been introduced as an additional mode for obtaining CGHS pensioner cards and that detailed SOPs, user manuals and operational guidelines for the integrated workflow will be made available on the official websites of CGHS and Bhavishya.
The Central Government Health Scheme (CGHS) provides comprehensive medical care to central government employees and pensioners enrolled under the scheme. According to its official website, at present, approximately 42 lakh beneficiaries are covered by CGHS in 80 cities all over India. Central government and employees are eligible for a number of healthcare facilities under the CGHS system, including OPD treatment including the issuance of medicines, specialist consultation at polyclinic/govt hospitals and at CGHS-empanelled hospitals after referral by the CGHS, OPD/indoor treatment at government and empanelled hospitals, investigations at government and empanelled diagnostic centres, and cashless facility available for treatment in empanelled hospitals and diagnostic centres for pensioners and other identified beneficiaries. The scheme also provides reimbursement of expenses for treatment availed in govt/private hospitals under emergency and specific treatment advised by govt specialist, family welfare, maternity and child health services. The approved CGHS Pensioner Card could be downloaded through both the CGHS portal and the Bhavishya portal, ensuring seamless accessibility for retirees. The integration of the CGHS and Bhavishya portals is part of the government's broader push to digitise retirement-related services, by reducing repetitive paperwork and enabling automatic transfer of verified pension data.
