
The Controller General of Accounts (CGA) of India has officially approved the advance payment arrangement for Central Government employees in Kerala. The Office Memorandum dated August 3, 2026 (F. No. 03002(2)/1/2020/TA-II/(e-3001)/358) was issued with the approval of Joint Controller General of Accounts (ARPR). This formal approval ensures the advance payment arrangement is officially sanctioned and will be implemented across all Central Government offices in Kerala, including Defence, Posts & Telecommunications departments.
The Department of Expenditure under the Ministry of Finance issued an Office Memorandum allowing Central Government offices in Kerala to draw and disburse employees' salaries for August on August 24, 2026 (Monday). According to the memorandum, this advance payment will also apply to industrial employees of the Central Government serving in Kerala, whose August wages will be released on the same date. The arrangement covers all Central Government employees in the State of Kerala for the month of August 2026, with the decision made specifically in view of the 'Onam' festival to provide additional flexibility for household spending, travel, shopping and other festival-related expenses. The wages for August 2026 of industrial employees serving under the Central Government in Kerala may also be paid in advance on 24 August 2026.
The order extends to Central Government pensioners in Kerala, with banks and Pay and Accounts Offices (PAOs) instructed to disburse the August 2026 pension on August 24. As reported by the Ministry of Finance, this advance payment will help employees and pensioners manage festival-related expenses ahead of the Onam festival period. The Reserve Bank of India has been requested to advise all bank branches in Kerala to make the necessary arrangements for timely disbursement. The memorandum specifically mentions that pension for August, 2026 of all Central Government Pensioners in the State of Kerala may also be disbursed by Bank/PAOs on 24th August 2026. The August 2026 pension of all Central Government pensioners residing in Kerala may also be disbursed by Banks and Pay & Accounts Offices (PAOs) on 24 August 2026.
The Ministry of Finance clarified that the salary, wages and pension released on August 24 will be treated as an advance payment. According to the order, any adjustment required after the final calculation of the full month's salary, wages or pension will be made from the August 2026 payment. The instructions have been issued to all Central Government ministries and departments for necessary action, with the Reserve Bank of India also requested to advise all bank branches of banks about the arrangement. The adjustment, if any, will be made without exception from the salary/wages/pension of the month of August 2026. The Office Memorandum clarifies that the salary, wages, and pension released in advance will be treated as advance payments.
The decision benefits Central Government employees working in Kerala, industrial employees of the Central Government in Kerala, and Central Government pensioners residing in Kerala.
