The Uttar Pradesh Electric Vehicle Purchase Subsidy Portal is an online system developed by the Uttar Pradesh Transport Department to receive, verify, process and track claims for electric-vehicle purchase incentives. According to the official portal documentation, the system operates under the Uttar Pradesh Electric Vehicle Manufacturing and Mobility Policy, 2022, which was notified on October 14, 2022 and remains valid for five years from the notification date. The portal is administered by the Transport Department and serves as the primary mechanism for processing subsidy claims for eligible electric vehicles registered in Uttar Pradesh.
The portal offers four distinct purchase subsidy categories with specific eligibility criteria and financial caps. Electric two-wheelers receive 15% of ex-factory cost, capped at ₹5,000 per vehicle, with a maximum of 2 lakh vehicles and a budget ceiling of ₹100 crore. Electric four-wheelers qualify for 15% of ex-factory cost, capped at ₹1 lakh per vehicle, covering up to 25,000 vehicles with a budget ceiling of ₹250 crore. Non-government electric buses receive 15% of ex-factory cost, capped at ₹20 lakh per vehicle, limited to 400 buses with a budget ceiling of ₹80 crore. Electric goods carriers are eligible for 10% of ex-factory cost, capped at ₹1 lakh per vehicle, covering up to 1,000 vehicles with a budget ceiling of ₹10 crore.
Eligible applicants include individual vehicle buyers, proprietors, partnership firms, private or public companies, aggregators, fleet operators, and other commercial operators recognized under applicable guidelines. According to the portal guidelines, applicants can purchase up to 10 eligible two-wheelers or four-wheelers and up to five eligible electric buses or goods carriers. The application process requires vehicle registration details, bank account information, and supporting documents including the registration certificate, dealer sales invoice, ex-factory cost details, and identity verification documents. Applications are processed through the relevant Regional Transport Office, with current status tracking available through the portal for all eligible buyers.
Beyond purchase subsidies, the portal provides registration fee and road tax exemptions for eligible vehicles, subject to applicable periods and vehicle conditions. As reported by the Transport Department, applications for electric buses are processed through a different mechanism, while other vehicle categories follow the standard portal process. The system ensures direct transfer of subsidy amounts to registered vehicle owners' bank accounts after successful verification, with applications processed through the relevant Regional Transport Office where applicable. Current processing status shows the portal remains available for applications, corrections, and status tracking, with eligibility dependent on vehicle qualifying registration periods and operative government orders.
The portal faces several operational challenges including time-bound eligibility requirements where current purchases may not qualify, reimbursement model delays requiring buyers to pay upfront and receive subsidies later, and document matching issues that can delay verification due to differences between registration certificates, Aadhaar cards, invoices, and bank accounts. According to official government updates, dealer dependence creates processing delays as applications cannot proceed until dealers verify claims and upload correct invoices, while budget and quantity ceilings limit benefits by both vehicle numbers and total financial outlay. The system also faces portal-data inconsistency where public counters may not align with reported disbursement figures, requiring applicants to verify current government orders for extensions and category clarifications.
