Vehicle owners across Maharashtra who have not installed High Security Registration Plates (HSRP) will face enforcement action from Wednesday, July 1, with the state Transport Department's final deadline of June 30 having lapsed for vehicles registered before April 1, 2019. According to latest reports, only around 1.08 crore of the nearly 2.1 crore eligible vehicles in the state have been fitted with the plates so far, indicating significant non-compliance. Police and transport authorities will jointly or independently take action under the Motor Vehicles Act, with enforcement conducted under Rule 50 of the Central Motor Vehicles Rules, 1989, read with Section 177 of the Motor Vehicles Act, and will attract a fine of ₹1,000 for vehicles without HSRPs. The Regional Transport Office (RTO) has issued urgent appeals to all vehicle categories, including private owners, autorickshaw operators, taxi drivers, truck and bus operators, vehicle dealers, and government departments to ensure compliance before the deadline.
Vehicles without HSRP installation after the deadline will face significant service restrictions from Regional Transport Offices (RTOs). As reported by NDTV Profit, affected services include transfer of ownership, change of address, addition or removal of hypothecation, re-registration, approval of vehicle alterations and permit renewals. The RTO has now announced that additional services will also be withheld for non-compliant vehicles after the deadline, including vehicle re-registration, modification approvals and driving licence-related services connected to the vehicle. However, vehicle fitness certificate renewals will continue irrespective of HSRP installation. The department has clarified that owners who have booked official HSRP installation appointments on or before June 30 will be exempt from enforcement until their plates are fitted. Joint Commissioner (Transport) Shailesh Kamat has urged government and semi-government departments to ensure all vehicles under their control are fitted with HSRPs before facing action.
To facilitate the HSRP implementation across Maharashtra, the state has been divided into three zones with designated authorized vendors. According to NDTV Profit, Rosmerta Technologies Ltd. has been appointed for Zone 1, Real Industries Ltd. for Zone 2, and FTA HSRP Solutions Pvt. Ltd. for Zone 3. The enforcement drive aims to improve vehicle identification, strengthen road safety and curb the use of fake or duplicate number plates across the state. The state has established fixed HSRP charges at ₹450 for two-wheelers, ₹500 for three-wheelers and ₹745 for light, medium and heavy motor vehicles, excluding GST but including fitment charges. These rates apply uniformly across all authorized vendors to ensure fair pricing and transparency in the installation process.

The Maharashtra government has introduced penalties of up to ₹1,000 under the Motor Vehicles Act for vehicle owners who fail to comply with the HSRP directive.
