The Livestock Insurance Portal will be officially launched today at Chandralok Bhawan in New Delhi. According to latest government announcements, Shri Rajiv Ranjan Singh alias Lalan Singh, Hon'ble Union Minister for Fisheries, Animal Husbandry & Dairying and Panchayati Raj, Government of India, will launch the portal marking an important milestone in the digital transformation of livestock insurance services in the country. The event will also feature S.P. Singh Baghel, Minister of State for the same portfolios, and Naresh Pal Gangwar, the department's secretary, as guests of honour. The portal represents a significant milestone in the digital transformation of livestock insurance services, providing a single, integrated digital platform for livestock insurance that enables streamlined policy issuance, claim processing, monitoring and reporting for animals insured under the Livestock Insurance Scheme.
To promote wider accessibility and ease of use, the portal will be available in 11 regional languages apart from Hindi and English. This multi-language feature will enable livestock farmers to access information and services in languages familiar to them, making the digital platform more inclusive and user-friendly for rural beneficiaries. The portal is being developed as a web-based workflow for livestock insurance under the National Livestock Mission, covering registration, insurance coverage and protection services. Government statements have identified transparency, monitoring and claim processing as key areas the system is intended to support, along with claim tracking, grievance redressal and timely settlement of claims. The initiative will also facilitate better coordination, real-time monitoring and data-driven management of livestock insurance programmes, contributing to improved service delivery across the country.
The launch comes as the government addresses significant implementation challenges in livestock insurance. For 2025-26 up to December, states had submitted proposals worth ₹765.55 crore, while ₹43.60 crore was released due to limited fund availability, according to data presented before Parliament. The Department of Animal Husbandry and Dairying (DAHD) has stated there is no fixed outlay for livestock insurance, as it operates under the Research and Innovation sub-mission of NLM with funds allocated based on state demand and availability. The Parliamentary Standing Committee has recorded difficulties faced by livestock owners in getting insurance, with the committee linking the need to simplify processes with efforts to improve uptake. The department identified shortage of funds and low insurance company participation as primary factors for non-achievement of targets under livestock insurance.
Under the current framework, beneficiaries, which include small and marginal farmers, pay 15 per cent of the insurance premium, while the Centre and states jointly fund the remaining 85 per cent. According to Union government data, the programme's latest five-year reference period records 60.8 lakh insured animals. The insurance component covers indigenous and crossbred milch animals, pack animals such as horses, donkeys, mules, camels and ponies, and male cattle and buffaloes, along with goats, sheep, pigs, rabbits, yaks and mithuns. Subsidised coverage is limited to 10 cattle units per beneficiary household, with one cattle unit equivalent to 10 small animals such as sheep, goats, pigs or rabbits. For pigs and rabbits, the subsidised limit is five cattle units. The programme covers financial losses connected with the death of insured animals, with beneficiaries able to insure animals beyond subsidised limits by paying full premium for additional animals.
The portal is being developed as a web-based workflow for livestock insurance under the National Livestock Mission, with the launch event providing further information on the portal's operating features, coverage and implementation arrangements. The digital system will cover registration, insurance coverage and protection services, providing beneficiaries with easy access to information online. The platform brings together farmers, State Governments, Insurance Companies and implementing agencies on a single transparent and technology-enabled interface. The government expects the portal to simplify and speed up livestock insurance enrolment, improve transparency in claim settlement, enable real-time tracking of policies, make the system more accessible to farmers and insurance providers, and improve data for monitoring and implementation. The new digital interface is expected to simplify livestock insurance processes and bring inclusive, technology-enabled services closer to livestock farmers.
