China's central bank has officially established the Bond Market NBFI Swap Facility (BNSF) to address large redemptions at nonbank investment firms during periods of systemic stress. As reported by The Standard, the People's Bank of China (PBOC) announced the decision on Monday, marking the formal launch of this mechanism to help maintain bond-market stability during episodes when asset managers face widespread liquidity strain and the bond market comes under systemic pressure. The facility is specifically designed to maintain bond market stability amid potential systemic stress or liquidity issues.
The facility will support systemically significant bank wealth management subsidiaries and managers of publicly offered funds, as well as their parent banks or securities firms in borrowing central bank bills to raise financing. According to The Standard, eligible institutions can borrow central bank bills from the PBOC and use them to raise cash through repurchase agreements (repos). Under circumstances such as when asset managers face collective liquidity risk or the bond market is under systemic stress, these institutions can access central bank support. The institutions can then use the cash to buy eligible bonds or units from their own mutual fund products facing redemptions, then pledge those assets to the central bank.
Institutions can use the cash obtained from borrowing central bank bills to buy eligible bonds or units from their own publicly offered products facing redemptions. As reported by The Standard, these purchased assets can then be pledged to the PBOC for additional support. Participants must continue to meet financial-market prudential requirements while using the facility. This mechanism allows financial institutions to maintain liquidity while supporting bond market stability during periods of stress.
The central bank's decision to set up the Bond Market NBFI Swap Facility aims to maintain bond market stability during challenging market conditions, particularly during episodes when asset managers face widespread liquidity strain and the bond market comes under systemic pressure. The facility provides a structured approach to addressing potential liquidity issues that could impact the broader financial system, ensuring that systemically significant institutions have access to central bank support during periods of collective stress.
