
Wyoming has disclosed an indirect investment in HYPE through Hyperliquid Strategies ($PURR) in its second-quarter 13F filing, according to reports from Blockworks. The filing shows the state invested in the publicly traded vehicle rather than purchasing HYPE tokens directly. As reported by Blockworks analyst Shaunda Devens, this represents Wyoming's latest indirect crypto investment disclosed through its public securities holdings. The disclosure places Wyoming among public institutions with exposure to companies connected to the digital asset market, moving beyond traditional crypto-related stocks.
The HYPE exposure comes as Wyoming continues building one of the most active blockchain policy programs among U.S. states. In January, the state launched the Frontier Stable Token (FRNT), becoming the first U.S. state to issue a government-managed dollar-backed stablecoin. The token debuted on Solana before expanding to multiple blockchain networks including Ethereum, Arbitrum, Base, Optimism, Polygon and Avalanche. State officials said the reserves are managed by Franklin Templeton, held in a Wyoming-chartered trust and backed by U.S. dollars together with short-term Treasury securities.
Beyond blockchain initiatives, Wyoming has moved to attract computing infrastructure tied to artificial intelligence. Governor Mark Gordon signed Executive Order 2026-03 in June, titled "Data Centers the Wyoming Way," instructing state agencies to consider electricity demand, water usage, environmental factors, workforce planning and residential power price effects when reviewing large data center projects. The executive order follows rising AI infrastructure investment across the United States and intersects with Wyoming's established Bitcoin mining industry.
The investment disclosure comes shortly before the Wyoming Blockchain Symposium, scheduled for August 17-20 in Jackson Hole. According to reports from crypto.news, the event will feature notable speakers including Ripple CEO Brad Garlinghouse, SEC Chair Paul Atkins, Senators Cynthia Lummis and Ruben Gallego, and Comptroller of the Currency Jonathan Gould. Industry participants expected at the event include Galaxy founder Michael Novogratz, Cardano founder Charles Hoskinson, and Custodia Bank founder Caitlin Long.
