Circle's dollar-backed stablecoin USDC continued its impressive growth trajectory, with circulation reaching $73.3 billion at quarter end, marking a 19% year-over-year increase but declining 5% from the previous quarter's $77 billion. The network demonstrated remarkable on-chain activity with on-chain transfer volume surging 151% to $14.8 trillion during the quarter, underscoring continued growth in stablecoin usage across payments, trading, and blockchain applications. Average USDC circulation reached an all-time high of $76.5 billion during the quarter, while USDC held within Circle's platform infrastructure increased 106% year-over-year to $12.4 billion, representing 17% of circulation. The company also strengthened its position in the Euro-based stablecoin market, with Circle now controlling 65% of the Euro-pegged stablecoin market through its EURC product, significantly outpacing Paris-based Société Générale's 16% market share. According to Token Terminal data, this growing dominance was partly attributed to Tether's decision not to apply for a MiCA license, claiming the rules were risky and designed to protect the upcoming digital Euro.
The earnings report provided the clearest update yet on Circle's Arc blockchain network, scheduled to launch its public mainnet on September 16. Circle confirmed that over 11 institutions and firms, including BlackRock, DTCC, Galaxy, Global Payments, ICE, Mastercard, MoneyGram, SBI Group, Standard Chartered, Sumitomo Corporation, and Visa, have been building on the chain designed for tokenized assets, payments, and an agentic economy. These institutional integrations demonstrate Circle's broader strategy to position Arc as infrastructure for tokenized assets and institutional payments, with global banks increasingly turning to blockchain rails for tokenized funds, stablecoin settlement and collateral management. Arc processed 502 million transactions in the quarter, though the new businesses remain small compared to the $73.3 billion of circulating USDC. Notably, BlackRock and ICE both joined Arc's $222 million token presale in May, struck at a $3 billion network valuation.
Circle achieved significant regulatory milestones during the quarter, obtaining final approval from the U.S. Office of the Comptroller of the Currency (OCC) to establish Circle National Trust, making it a stablecoin issuer with a federal trust bank charter under federal oversight. The federal charter was finalized on July 10, with New York's regulator adding a state trust charter three weeks later. This regulatory progress provides Circle with enhanced regulatory framework and operational capabilities for its growing financial services ecosystem. The company also secured a limited-purpose trust charter from the New York Department of Financial Services on July 31, adding another US regulatory catalyst as investors weigh the company's mixed financial and operating signals.
Despite mixed quarterly results, analyst sentiment remains largely positive on Circle's long-term prospects. Bernstein analysts led by Gautam Chhugani retained their Outperform rating and $140 price target, arguing that Circle's results challenge bears according to their Thursday note to clients. The $140 target implies roughly 114% upside from CRCL's latest price of $65.29, though Bernstein had previously lowered it from $190 in late July. Circle CEO Jeremy Allaire noted that "Our quarterly financial results reflect the current rate environment and a crypto market that has slowed – both are conditions outside our network. But near-term activity tells a different story." The company raised its full-year other revenue guidance to $310 million-$330 million, more than double the prior range of $150 million-$170 million, driven by stronger-than-expected progress from Arc and other revenue streams. However, Morgan Stanley issued a bearish call with a $38 price target, implying a 39% downside from the current $65.29, citing concerns about slow USDC supply growth and competition in tokenized money market funds.
