Both companies invested heavily in cell manufacturing capacity expecting mandatory domestic sourcing from June 2026. Now they face seven additional months of competing against imported cells that are 80-90% cheaper due to China's economies of scale and lower conversion costs.
This competitive pressure translates directly into margin compression. Premier Energies, with its higher leverage (debt-to-equity ratio of 0.97), faces greater vulnerability. The extended deadline directly impacts production volumes for the remainder of the fiscal year. With project developers able to freely substitute domestic cells with cheaper imports until December 2026, manufacturers face potential volume declines of 30-50% in the non-DCR segment. This reduction in throughput makes it harder to absorb fixed costs, putting pressure on operating and profit margins.
Capital expenditure plans may also face reassessment. Both companies have been expanding cell manufacturing capacity to meet anticipated demand from ALMM List-II compliance. With demand now deferred, some expansion timelines could stretch as companies prioritize cash preservation and working capital management over aggressive capacity buildup. However, delaying expansion risks being underprepared when the mandate takes effect in January 2027, creating a strategic dilemma.
For solar project developers, the extension is unambiguously positive in the short term. The ability to use imported modules reduces the Levelized Cost of Electricity (LCOE) by 8-12% and improves internal rates of return by 2-4 percentage points.
However, developers face a trade-off between immediate cost savings and long-term supply security. The government estimates 15 GW of commercial and industrial capacity was added in FY26, and this segment benefits significantly from the extended timeline.
But this clarity comes with execution risks. The December 31 deadline creates a commissioning rush in the second half of 2026. Developers must navigate permitting bottlenecks, secure grid connections, and manage supply chain logistics under time pressure. Projects that miss the deadline face transition costs and potential delays as they realign with domestic sourcing requirements. MNRE's approach attempts to balance competing objectives. On the other, it maintains the long-term roadmap for domestic manufacturing, with ALMM List-III (covering wafers and ingots) still planned for 2028.
The relief window also helps standalone module manufacturers by providing additional demand to clear existing inventories. This prevents a complete demand collapse that could have ripple effects across the manufacturing ecosystem. The government has been clear that this is a limited extension—no blanket relief beyond December 2026 is planned—which provides some certainty for manufacturers planning their capacity expansion.
The biggest risk for domestic manufacturers is further policy uncertainty. If the government extends or modifies ALMM 2 requirements beyond December 2026, the consequences would be severe. Prolonged margin pressure could force manufacturers to delay capacity expansion, reduce capital expenditure, or accept sustained lower profitability. For Premier Energies, with its higher leverage, extended pressure could strain debt service capabilities and trigger equity dilution or asset sales.
Repeated policy changes would also damage investor confidence in the manufacturing sector, potentially raising the cost of capital for future investments. The credibility of MNRE's roadmap would suffer, making it harder to attract long-term capital to the solar manufacturing ecosystem. Developers, too, would face continued uncertainty, potentially delaying investment decisions until the policy environment stabilizes.
Despite near-term challenges, the outlook isn't uniformly negative. The phased implementation roadmap remains intact, with full ALMM List-II compliance scheduled for January 2027. As domestic cell capacity expands—projected to reach 50+ GW by 2027—and manufacturers achieve cost reductions through scale and efficiency improvements, margins should recover.
Industry experts expect the supply chain to stabilize over the next 12-18 months as domestic manufacturing capacity matures and vertical integration efforts bear fruit. The transition from simple module assembly to deep-tech cell and wafer production is essential for India to achieve its long-term decarbonization goals and maintain competitive edge in the global renewable energy sector.
For now, both manufacturers and developers must navigate the extended transition period strategically. Manufacturers should focus on DCR-mandated projects, optimize costs, and secure long-term contracts for 2027 and beyond. Developers should balance immediate cost savings with the need to establish domestic supply relationships before the mandatory compliance deadline. The government, for its part, must maintain policy consistency to rebuild confidence and ensure the long-term vision for domestic solar manufacturing becomes reality.
