The central government has initiated a comprehensive review of Cochin Shipyard Ltd's (CSL) eligibility for Navratna status, according to reports from ET Now. The Department of Public Enterprises (DPE) held a meeting to review the company's eligibility based on prescribed financial parameters. Following the DPE's review, the proposal will be evaluated by an inter-ministerial committee, with the Ministry of Ports, Shipping and Waterways having already submitted the proposal for the status upgrade. Cochin Shipyard operates as a Schedule A, Category-I Miniratna Central Public Sector Enterprise under the Ministry of Ports, Shipping, and Waterways.
The upgrade to Navratna status will provide Cochin Shipyard with greater financial and operational autonomy for its board, as reported by ET Now. A Navratna company is allowed to make investments of up to ₹1,000 crore without requiring prior government approval, representing a significant increase in operational flexibility compared to its current Miniratna status. This enhanced autonomy aligns with the government's broader strategy to provide greater operational independence to key public sector enterprises.
According to recent reports, Cochin Shipyard is implementing an ambitious expansion strategy to capitalize on India's growing shipbuilding ambitions. The company's current shipbuilding capacity of 28 platforms is expected to increase to 32 platforms by the end of the calendar year through ongoing modernisation projects at its existing facilities. Beyond this, the company plans to expand through two brownfield shipbuilding facilities in West Bengal and two greenfield facilities, one each in West Bengal and Gujarat. This expansion is aimed at capturing opportunities arising from India's ₹69,730 crore maritime revitalisation package and increasing demand for commercial and defence vessels. Additionally, the company is exploring export opportunities, having signed a memorandum of intent with a European client for multi-purpose vessels.
This development follows the government's proposal to upgrade Cochin Shipyard and Garden Reach Shipbuilders & Engineers (GRSE) to Navratna status. GRSE was upgraded from Miniratna to Navratna last month, setting a precedent for similar upgrades in the defense and shipbuilding sector. The review process demonstrates the government's commitment to enhancing the operational capabilities of key public sector enterprises in strategic sectors, with the broader context of India's defense modernization and indigenization initiatives.
