According to reports from Business Standard, more than half of the country's edible oil requirements continue to be met through foreign purchases, creating an unwarranted dependence on mass-consumed essential items. The bulk of imports comprise palm oil and derivatives sourced from just two countries - Indonesia and Malaysia, creating supply concentration risks for the world's largest edible oil importer. Latest data shows India remains heavily reliant on global markets, sourcing between 55% and 60% of its edible oil requirements from imports, with the import bill exceeding ₹1.19 lakh crore for the first eight months of the 2025-26 oil year alone, marking a significant 20% increase over the previous year.
Indian agricultural scientists have developed the technology needed for edible oil self-reliance, with more than 1,000 high-yielding varieties and hybrids of oilseed crops created for different agro-climatic zones. As reported by Business Standard, this innovation has increased average oilseed crop productivity from 4.8 quintals per hectare in the 1950s to around 14 quintals currently. However, a significant yield gap exists between national average and potential yield of new crop strains, reaching 20-25 quintals per hectare. Nearly 75% of oilseed crop area lacks irrigation facilities, limiting production potential significantly. For companies involved in edible oil refining and processing, this unpredictable policy landscape introduces considerable operational strain, as these businesses typically operate on very thin profit margins, often ranging from just 2% to 4%. Frequent changes in import policies complicate inventory management, increasing working capital requirements and forcing refiners to navigate the delicate balance of maintaining sufficient stock while mitigating risks of sudden policy shifts.
India possesses unmatched vegetable oil diversity globally, including nine main oilseed crops such as groundnut, rapeseed-mustard, and soybean, plus perennial crops like coconut and oil palm. As reported by Business Standard, there is substantial scope to augment supplies through extracting oils from non-conventional sources including cottonseed and rice bran, which are available in abundance. Some of these alternative oils offer health benefits superior to palm oil. The sector's reliance on a limited number of key exporting regions, notably Southeast Asia and the Black Sea, heightens exposure to geopolitical risks and global supply chain disruptions.
The Technology Mission on Oilseeds (TMO) established in 1986 successfully increased production to near-requirement levels by the early 1990s through domestic price fluctuation policies. However, according to Business Standard analysis, the mission's authority gradually eroded, and by the mid-1990s, it was downgraded to a broad-based scheme for multiple crops. Despite several oilseed technology mission iterations since then, none have delivered expected results due to inadequate autonomy and empowerment. The real challenge lies not in technological breakthroughs but in improving oilseed cultivation economics to match potential competitors. Investors and stakeholders closely monitoring the Indian edible oil sector should prioritize signs of policy stability rather than focusing solely on headline production targets, with the crucial indicator being the government's approach to managing the inherent trade-off between duty structures and consumer prices.
