The Central Bureau of Investigation (CBI) has filed its first chargesheet in the alleged ₹504-crore Haryana government fund siphoning case involving officials of IDFC First Bank and AU Small Finance Bank. According to the latest CBI statement, the chargesheet was submitted before the Special CBI Court in Chandigh against 15 accused including six bank officials, three Haryana government public servants linked to different departments, representatives of two shell entities and one private individual. As per UNI, the case was originally registered by the State Vigilance and Anti-Corruption Bureau, Haryana, and was subsequently transferred to the CBI for investigation. The filing was time-critical as some accused were nearing 90 days in custody on May 23, after which they would have been eligible for default bail.
The accused have been booked under charges including criminal conspiracy, criminal breach of trust, cheating, forgery, destruction of evidence and provisions of the Prevention of Corruption Act, 1988. As reported by UNI, the FIR invoked provisions under the Prevention of Corruption Act and multiple sections of the Bharatiya Nyaya Sanhita, including criminal breach of trust, forgery, cheating and criminal conspiracy. The CBI stated that investigation in respect of all 15 chargesheeted accused persons has been completed with regard to the offences mentioned in the chargesheet, while probes into other accused persons and alleged irregularities in additional departments are still underway. The chargesheet runs into approximately 10,000 pages and was submitted in eight steel trunks before special CBI judge Vijayant Sehgal in Chandigh. The court has directed staff to scrutinise the records and submit a formal report.
The chargesheet names key officials from the Chandigarh branches of IDFC First and AU Small Finance Bank, former employees of the Haryana development and panchayat department and Haryana Power Generation Corporation Limited, and private individuals. As per UNI, the accused include the owner of Sawan Jewellers and builder Vikram Wadhwa. The CBI has intensified its probe regarding the role of senior bureaucracy, with Haryana government sources confirming that prosecution sanctions have been granted against eight IAS officers - five approved last week and three earlier this week. The case pertains to the alleged misappropriation of around ₹504 crore from accounts belonging to various Haryana government departments.
Investigators suspect that bank officials, in connivance with public servants, siphoned off public funds through fraudulent transactions. According to UNI, officials were quoted as saying that the investigation relates to serious allegations of systematic diversion of government funds through fraudulent financial operations and fictitious transactions. The case was initially registered by Haryana's State Vigilance and Anti-Corruption Bureau before being transferred to the CBI for further investigation. Investigators have named several entities allegedly linked to the fraud, including Swastik Desh Project, SRR Planning Gurus Pvt. Ltd., Cap Co Fintech Services, and R.S. Traders, along with other associated firms and individuals suspected of operating shell accounts to syphon off public money. The case was re-registered after obtaining consent from both the Government of Haryana and the Government of India for extending the agency's jurisdiction to investigate the matter originally registered as FIR No. 04 dated 23 February 2026.
