India and South Korea held comprehensive discussions on Saturday regarding potential cooperation in digital governance, e-government, public administration, capacity building and citizen-centric service delivery. According to reports from IANS, the discussions took place during a meeting between Republic of Korea Minister of Interior and Safety Yun Hojung and Union Minister of State for Personnel Jitendra Singh. The two leaders, accompanied by respective delegations, held bilateral talks lasting over an hour, as stated in a Personnel Ministry statement. The talks were held during Yun Hojung's ongoing visit to India, with both sides agreeing to deepen cooperation in digital governance, e-government, public administration and citizen-centric service delivery.
Singh highlighted India's significant progress in digital governance under Prime Minister Narendra Modi's leadership, emphasizing that CPGRAMS (Centralised Public Grievance Redress and Monitoring System) and Digital Life Certificates have transformed governance by enhancing transparency, improving service delivery and making public administration more citizen-centric. As reported by IANS, he noted that technology-enabled governance platforms have significantly improved service delivery and grievance redressal mechanisms. The minister described India and the Republic of Korea as vibrant democracies with shared values, cultural links and a commitment to the rule of law, with both countries as major Asian economies sharing a partnership that is historic as well as future-oriented.
The strategic engagement expanded beyond ministerial discussions to include parliamentary cooperation, with South Korea's Interior and Safety Minister Yun Hojung and members of the Korean delegation calling on Lok Sabha Speaker Om Birla at Parliament House. According to the Lok Sabha Secretariat, Speaker Birla welcomed the Korean delegation, stating that "Our discussions underscored the enduring partnership between India and South Korea, anchored in shared democratic values, the rule of law and a common commitment to inclusive growth and development." The discussions covered enhanced cooperation in technology, innovation, artificial intelligence, disaster management and infrastructure development, reinforcing the countries' special strategic partnership.
Singh revealed that ministries of both countries are in active discussion for finalisation of a Memorandum of Understanding (MoU) to promote cooperation in the field of public administration and government innovation. As reported by IANS, the discussions focused on strengthening collaboration in areas such as digital transformation of government services, application of emerging technologies, including Artificial Intelligence, in public administration, capacity building of civil servants, citizen participation in governance, and best practices in public grievance redressal systems. The Korean side shared experiences in smart governance, digital public services, and disaster and safety management during the bilateral talks.
Singh referred to the Joint Strategic Vision Statement finalised when South Korean President Lee Jae Myung visited India in April this year and met Prime Minister Narendra Modi. As reported by IANS, he described it as setting an ambitious vision for the bilateral partnership across trade, digital and fintech, science and technology, ports and maritime affairs, culture and sports. The minister welcomed the Korean delegation, saying India and the Republic of Korea share a Special Strategic Partnership rooted in democratic values, innovation and a common commitment to good governance. He described the Joint Strategic Vision Statement as a roadmap for expanding bilateral cooperation between the two democracies.
The meeting concluded on a positive note, with both leaders reaffirming their commitment to enhancing India-Republic of Korea cooperation for promoting efficient, transparent, and citizen-centric governance. According to IANS, Singh appreciated Yun Hojung's contribution to strengthening India-Korea relations, particularly in his role as Chairman of the Korea-India Parliamentary Friendship Group, and expressed confidence that the visit would further deepen bilateral cooperation. The discussions represent a significant step forward in strengthening bilateral cooperation between the two democracies in the digital governance sector, with both sides committed to expanding their partnership in e-governance, artificial intelligence and public administration.
