The 8th Pay Commission, effective from January 1, 2026, could result in significant arrears for central government employees, with calculations showing ₹5.82-8.73 lakh in arrears for a ₹50,000 basic salary. According to government reports, the commission is currently seeking suggestions from various employee organisations and stakeholders, with implementation taking time after government approval. The key calculation involves applying a fitment factor of 2.57 under the 8th Pay Commission, which would increase the revised basic salary from ₹50,000 to ₹1,28,500. With the current DA of ₹30,000 (60% of basic salary), the total monthly salary would be ₹80,000. If DA under the new structure initially starts from zero, the initial difference would be around ₹48,500 per month, resulting in 12 months' arrears of ₹5.82 lakh and 18 months' arrears of ₹8.73 lakh.
The latest dearness allowance hike from 58% to 60% of basic salary effective from 1 January 2026 affects over 1 crore individuals including 50 lakh central government employees and nearly 65 lakh pensioners. According to reports from Mint, this bi-annual allowance is adjusted twice a year by the Centre, with rollouts in January and July, calculated based on data from the All India Consumer Price Index (AICPI). The hikes are calculated using the 12-month average as per the method prescribed by the AICPI under the 7th Pay Commission, with the last DA increase announced in April 2026. A DA hike of 3-4 percentage points to 63-64% is anticipated for the July 2026 cycle, with announcements expected before Dussehra. However, the January 2027 DA rate is pending confirmation and could potentially reach 67% based on latest CPI-IW data.
The July 2026 DA hike is expected to be announced before Dussehra, with employees potentially receiving the increased DA in their October salary along with six months of arrears from January 2026. According to Manjeet Singh Patel, president of the All India NPS Employees Federation, the central government will likely announce the DA cycle for July before Dussehra, allowing employees to hope for their DA hike in October's salary. The Ministry of Labour and Employment released the All India Consumer Price Index for Industrial Workers (AICPI-IW) for August 2026 at 154.4, up 1.2 points from 153.2 in July. The Confederation of Central Government Employees and Workers has requested the Department of Expenditure under the Ministry of Finance to speed up the process and announce the next installment of DA and DR, due with effect from July 1, 2026. The final DA rate will depend on the government's calculation and rounding, but central government employees expect it to be around 63-64%.
If the January 2027 DA rate is eventually fixed at 67%, it would represent a 4 percentage-point increase over the current 63% rate from July 2026. For an employee with a basic pay of ₹30,000, a 4 percentage-point increase would mean an additional ₹1,200 per month in DA, while for an employee with basic pay of ₹40,000, DA would increase by ₹1,600 monthly. An employee with basic pay of ₹50,000 would receive ₹2,000 more per month, and for those earning ₹60,000, the DA increase would be ₹2,400 monthly. These calculations relate only to the DA component, with the actual change in take-home salary varying depending on other salary components and deductions. The current DA rate from July 2026 is 63%, and the actual January 2027 DA rate is not yet confirmed, with four more CPI-IW readings required to determine the final calculation.
Under the 7th Pay Commission, there have been 10 hikes since 2021, with the highest at 11% in July 2021. The past two hikes were 2% and 3% respectively for January and July 2025, while the latest announcement was made in April for a 2% hike. The Confederation of Central Government Employees and Workers has pointed to the movement in DA/DR from 46% in July 2023 to 50% in January 2024, 53% in July 2024, 55% in January 2025, 58% in July 2025 and 60% from January 2026, saying the increase reflected the continuing impact of rising prices. The 8th Central Pay Commission (CPC) is expected to submit final recommendations around 18 months after its constitution, by May 2027 at the latest.
