Odisha is developing an ambitious integrated university township that will consolidate higher education, research, skill development and innovation under a single framework. According to reports from Business Standard, the state has identified several regions for detailed examination and given in-principle approval to a framework that envisages industry-led campuses, mining-focused universities and shared infrastructure. The proposed integrated university township is part of the Centre's university townships plan announced during Union Budget 2026-27.
The state has initially identified three potential locations for the university township development. As reported by Business Standard, these include Kamakhyanagar in Dhenkanal, Balukhand in Puri and Jatni-Tangi in Khordha. The criteria for selecting these locations include proximity to industrial and logistics corridors, availability of approximately 1,000 acres of land and the readiness of the state government to facilitate the project.
Following a recent high-level meeting chaired by Anu Garg, Odisha chief secretary, the higher education department has been directed to explore the possibility of establishing the university township in and around Bhubaneswar, Sambalpur and Koraput. According to Business Standard, the department has also been instructed to examine other suitable locations within the state. Officials have discussed mining-related universities, considering Odisha's mineral-rich economy, to create a specialized knowledge ecosystem around strategically important sectors.
The government has emphasized academic and research activities, incubation, innovation and 'Centres of Excellence' (CoEs) as central pillars of the township concept. As reported by Business Standard, the objective is to promote industry-oriented knowledge creation and establish eight greenfield universities, each spread over 25 acres, within the larger township. The proposal to develop the university township under a public-private partnership (PPP) framework or special purpose vehicle (SPV) model has also been examined.
Odisha is competing with states like West Bengal, Bihar, Jharkhand and Chhattisgarh for the university township in the East zone. According to Business Standard, the state is preparing a robust proposal highlighting its mineral-rich regions, industry ecosystem, knowledge hubs and other potential factors. The government has decided to consider global best practices, indicative township design and funding pattern while preparing the proposal for submission to the Centre.
