India and the UK have agreed to explore greater cross-border investment opportunities, including equity and bond listings through Gujarat International Finance Tec-City International Financial Services Centre (GIFT IFSC), as the two countries seek to deepen financial-market ties. According to the Ministry of Finance, this agreement was part of a joint statement adopted following the fourth India-UK Financial Markets Dialogue, held in London on September 29. The dialogue brought together senior officials from India's Ministry of Finance and the UK's HM Treasury, along with financial-sector regulators including the Securities and Exchange Board of India (SEBI), Reserve Bank of India (RBI), International Financial Services Centres Authority (IFSCA), Pension Fund Regulatory and Development Authority (PFRDA) and Insurance Regulatory and Development Authority of India (IRDAI). The UK side also included officials from the Bank of England and Financial Conduct Authority.
GIFT City is positioned to become a two-way global investment gateway, transforming from a traditional financial hub into what industry leaders call 'investment tourism'. As Vijay Krishnamurthy, MD and CEO of India INX, explains, the objective is to see how GIFT IFSC can become a true international jurisdiction where both inbound and outbound investment happen equally. Tony Petrilli, Chairman and CEO of US-headquartered ViewTrade Holding Corporation, describes this as an opportunity to bring global investors into the Indian market while capitalizing on India's dynamic growth story. The executives see a large untapped market ahead, with hundreds and thousands of accounts opening every month and rapid growth expected as regulatory clarity improves.
Regulatory clarity is beginning to give the business momentum, with industry leaders expecting greater clarity on KYC, equity listings and dual listings over the next 3-6 months. According to Tony Petrilli, the model allows Indian residents to open accounts in India under Indian and IFSCA rules, providing access to global stocks in almost the same way as local markets. The key difference is that Indian residents have access to Indian legal systems while trading global securities, creating a game-changing proposition for cross-border investment. Vijay Krishnamurthy notes that earlier opportunities were available but limited by awareness and trust issues, while the GIFT ecosystem now provides a trustworthy, regulated environment with growing capacity to support investors.
The partnership aims to deepen capital-market connectivity between the two nations and boost bilateral investment flows. As reported by the Ministry of Finance, this initiative represents a significant step forward in strengthening the financial relationship between India and the UK through enhanced market access and regulatory cooperation. The dialogue covered comprehensive discussions on capital markets, insurance and pensions, asset management, sustainable finance, fintech and innovation. On capital markets specifically, the two sides discussed opportunities to increase cross-border investment and improve Indian firms' access to international capital. The dialogue noted that GIFT IFSC's growing role in mobilising international capital into India and agreed to continue regulatory cooperation and knowledge-sharing to support GIFT IFSC's development as an international financial centre.
Industry leaders project significant expansion over the next 3-5 years, with 70-80 people already established in GIFT City and continued growth planned. Tony Petrilli emphasizes that the investment makes the process much more efficient for end customers, while Vijay Krishnamurthy describes GIFT City as a startup developing from policy level. The focus remains on creating an environment where inbound and outbound investments happen seamlessly and bringing new products for both sets of investors. The executives see the bigger opportunity not just in providing access, but in helping investors discover global wealth creation and make informed decisions through enhanced information and technology platforms.
