
The Centre has announced a comprehensive three-month 'Reforms Utsav' from October 2 to showcase more than 1,300 reforms through over 1,600 nationwide outreach events. According to reports from India News, the initiative aims to celebrate the reforms undertaken over the last 12 years and reach vulnerable segments of the population including fishermen, street vendors, coal mine employees, pensioners and other individuals. The outreach programme will explain how these reforms have simplified their lives through targeted interventions and outreach programmes.
The outreach strategy includes specialized programmes for different sectors across major Indian cities. As reported by India News, the Ministry of Housing and Urban Affairs will conduct meetings with homebuyers, residents welfare associations (RWAs) and builders in Gurugram, Noida and Mumbai to explain benefits of reforms like the Real Estate (Regulation and Development) Act, 2016 (RERA). Urban planners and developers in cities including Surat, Lucknow, Ghaziabad, Chennai and Indore will learn about reforms such as the Online Building Permission System (OBPS) and Geographic Information System (GIS)-based master plans for urban planning. Similar programmes are being planned for Odisha port town Paradip with marine fishers and vessel owners to explain benefits of reforms such as the National Rollout Plan for Vessel Communication and Support System (VCSS).
Several ministries have planned targeted outreach programmes for specific communities. According to India News, the Ministry of Coal will conduct programmes for coal mine employees and pensioners in Ranchi, Raipur, Sambalpur and Bilaspur to explain reforms such as the National Coal Mines Safety Report portal and digital C-Cares portal. The Ministry of Fisheries, Animal Husbandry & Dairying has planned events in Patna explaining benefits of programmes like the Prime Minister's Matsya Sampada Yojana and National Fishermen Digital Platforms (NFDP). For street vendors, programmes are planned in Surat, Varanasi, Bhopal, and Kolkata to explain digital payments, collateral-free loans, and incentives for timely loan repayment.
The outreach programme includes 20 online events and 4 events for Indians settled abroad, as reported by India News. The events are strategically distributed across the country, with 454 events planned for October and over 349 events for November. A senior official confirmed that 500 beneficiary-specific events have been planned across the country, even in its remotest corners. The initiative will be closely monitored by senior government officials, with a separate media plan and online platform being developed for ministries and departments to report progress of the outreach drive.
