Benjamin Buchanan, who teaches at the Johns Hopkins School of Advanced International Studies, testified that AI poses a familiar problem similar to the 9/11 attacks. As reported by Buchanan, "the 9/11 Commission famously concluded that the attacks revealed a failure of imagination. The government's inability to take seriously a threat that did not fit existing categories and to connect information scattered across institutional seams led to devastating strategic surprise. Twenty-five years later, AI presents, in its own way, a similar kind of challenge." He emphasized that technological progress is outpacing institutions' ability to adapt, creating new vulnerabilities for national security. The report specifically notes that cyberattacks will likely accelerate as AI improves, with AI sharpening both offensive and defensive cyber tools. The committee warns that existing safeguards are likely insufficient to keep up with the pace of AI evolution, leaving openings for malicious users to exploit.

Five Eyes agencies issued similar warnings in a June statement. Biotechnology raises separate concerns, with former national security adviser H.R. McMaster specifically warning that AI paired with biological research carries dual-use risk. The committee specifically notes that the Intelligence Community should adopt advanced AI itself, since adversaries are already utilizing these technologies.

However, the committee's overall conclusion remains stark, stating that the United States currently "faces the most complex and dangerous threat environment since September 11, 2001," but still has serious deficiencies in addressing and resolving these technological vulnerabilities. The report stated that "serious gaps remain in our ability to confront and address these vulnerabilities. We are not adequately prepared to confront and address our vulnerabilities."
