The XRP Ledger processed 3,254 transactions in ledger 106,965,249 on September 13, setting a reported single-ledger record according to validator operator Vet's report. However, analysis reveals that 2,000 of these transactions came from just 20 wallets sending identical 1-drop payments worth one-millionth of one XRP each. As reported by Vet, the high transaction count represented many small transfers rather than an unusually large amount of XRP moving between accounts. The remaining activity included 458 OfferCreate orders on the built-in decentralized exchange, 229 ticket creations, 74 check cashes, and 22 trust-line changes, with at least 890 transactions failing outright with tec result codes.
Vet described the activity as a possible throughput test, though the sender's purpose has not been confirmed. According to Vet's analysis, the transaction burst did not establish a permanent increase in the ledger's sustainable processing capacity. He noted that transaction count does not show how much computational work a ledger required, explaining that 500 simple XRP payments could create less stress than 200 transactions that require extensive decentralized exchange processing. The ledger index and initiating account were not identified in Vet's public post, limiting the record claim's comparability with earlier ledgers in XRPL history. The 20-account batch alone paid about 0.04 XRP in fees while moving just 0.002 XRP, representing effectively zero economic transfer despite the record-breaking transaction count.
The XRP Ledger does not use a permanent transaction limit for every ledger, with servers adjusting operating conditions in response to transaction volume, network latency and consensus performance. As reported by Vet, the network can raise its soft transaction target when a heavily loaded ledger closes within expected timing limits. Conversely, when close times move beyond preferred ranges, the network can reduce the target to help validators return to normal timing. The network's soft limit rises when a ledger contains more transactions than expected and falls if consensus takes longer than five seconds, with the expected ledger size at 3,082 transactions and the open-ledger fee at the 10-drop minimum on early Monday. The reported total of 3,254 transactions describes included transactions rather than necessarily successful transfers, with failed payments still consuming XRP fees and sequence numbers without completing the underlying action.
The record occurred after a period of increased XRPL payment and trading activity, with Evernorth reporting that XRP Ledger order-book volume rose 79% year over year during the second quarter of 2026. According to Evernorth, average daily order-book volume reached 3.57 million XRP during the quarter, while the number of daily traders fell from 1,864 to 1,111. Additionally, crypto.news reported that RLUSD generated approximately $9 billion in first-half transfer volume on XRPL during 2026. The daily XRPL activity stayed above 2 million transactions through early September, peaking at 2.572 million on September 3, with the concentrated 1-drop batch standing out as an anomaly rather than a continuation of broader adoption trends.
The record activity occurred while validators were considering protocol features introduced with version 3.3.0 of rippled, the network's reference server software released on August 6. According to XRPL documentation, the proposed features include BatchV1_1, ConfidentialTransfer, DynamicMPT, PermissionDelegationV1_1 and Sponsor, each following the XRPL amendment process before mainnet activation. BatchV1_1 would allow multiple transactions to be bundled and processed together, though it requires sustained 80% support from trusted validators for two continuous weeks before automatic mainnet activation occurs. A small portion of the record ledger pointed to more substantive use, with eight transactions carrying memos from t54 labs' x402 facilitator, following the network's milestone of 1 million AI agent transactions in July.
