Tether has signed a memorandum of understanding with Kazakhstan's National Bank and Alatau City Authority to explore a tenge-pegged stablecoin pilot and asset tokenization framework using Tether's Hadron platform. According to reports from crypto.news, CoinPedia, and the latest press release from the parties, the agreement was announced on October 7 and will focus on studying stablecoin issuance models, developing digital finance infrastructure, and preparing pilot proposals without committing to a launch or issuance date. The MoU does not mean a new stablecoin has been approved or launched, as no issuance date, blockchain, reserve structure or commercial issuer has been announced for the proposed token. This collaboration aims to support Kazakhstan's ambitions to become a regional hub for digital finance and fintech innovation by building efficient, transparent, and sustainable digital financial infrastructure.
Kazakhstan has established comprehensive digital asset regulations that provide the foundation for this collaboration. As reported by crypto.news, the National Bank introduced comprehensive digital asset rules on May 1, 2026, which recognize money-backed stablecoins, tokenized real assets and digital versions of traditional financial instruments as digital financial assets. Outside the Astana International Financial Centre, the National Bank licenses and supervises providers dealing with unsecured digital assets, while Kazakhstan's financial-market regulator oversees other digital financial assets. The country's July digital asset policy outlined plans to test stablecoins in cross-border payments and money transfers while developing tokenized government bond projects. This initiative aligns with Kazakhstan's strategy to advance financial innovation and digital infrastructure across Central Asia.
Kazakhstan's stablecoin exploration extends beyond the new Tether partnership, with the country already launching its first tenge-denominated stablecoin pilot in September 2025. According to crypto.news, Intebix issued that pilot token with Solana, Mastercard and Eurasian Bank partners. The stablecoin, known as Evo or KZTE, operates on Solana and was designed to connect digital assets with existing financial infrastructure, including crypto-fiat conversions and crypto-card transactions. The new Tether agreement does not state whether the proposed pilot would replace, expand or operate separately from that existing project.
The agreement includes asset tokenization as a second major component, with Tether, the National Bank and Alatau City Authority planning to identify asset categories suitable for tokenization and build a digital issuance model using Tether's Hadron platform. As reported by crypto.news, CoinPedia, and the latest press release, the parties may use Hadron by Tether for the project, which is described as supporting assets including bonds, equities, stablecoins, funds and commodity-backed tokens through their issuance and management lifecycle. A pilot would be conducted within Alatau City's jurisdiction under a special economic framework, although no launch date or asset class has been selected. Tether has previously used Hadron in institutional projects, including a collaboration with First Data and BKN301 for tokenizing institutional real estate assets in Saudi Arabia. The partnership also puts tokenization on the agenda, creating blockchain-based representations of assets that could allow anything from bonds to real estate to be transferred, traded or used as collateral through digital networks.
National Bank Deputy Governor Binur Zhalenov stated that the regulator intends to study international stablecoin and tokenization practices while keeping financial stability, transaction transparency, and robust investor protection as priorities. According to crypto.news, CoinPedia, and the latest reports, the next step involves studying international models and developing concepts and pilot proposals. As part of this collaboration, the initiative includes conducting workshops to enhance expertise in digital finance among government and central bank staff. Tether CEO Paolo Ardoino described Kazakhstan as exploring tokenization and a strategic reserve framework as digital assets move toward sovereign-level financial infrastructure. The parties will conduct workshops and training sessions covering stablecoin markets, reserve management, distributed ledger technology and real-world asset tokenization models, with Alatau City potentially hosting the pilot projects under the special economic framework.
