Moody's Ratings has assigned the Fidelity USD Digital Liquidity Fund (FILQ) a top-tier AAA-mf rating, according to an announcement on Wednesday. The fund, launched on May 6 but not widely publicized until today, was built using Sygnum's Desygnate platform and follows the same investment strategy as the Aaa-mf-assessed Irish-domiciled low-volatility net asset value (LVNAV) fund with nearly $7 billion in assets under management. As reported by The Block, FILQ invests in 'highly rated government securities' and is designed to combine the 'usability of tokenized cash with the return profile of a money market fund'. The AAA-mf rating reflects the fund's high credit quality, low volatility, and stable net asset value, with Moody's assessment considering the underlying assets and the fund's adherence to a low-risk investment strategy consistent with its Ireland-based LVNAV structure. In its report, Moody's noted that the product 'will have a very strong ability to meet its objectives of capital preservation and high liquidity'.
The fund utilizes Chainlink's oracle technologies to provide verifiable, real-time net asset value (NAV) and distribution metrics for international investors, allowing them to track fund value and payouts in near real time. According to Chainlink Labs, the platform delivers tamper-proof transparency required to securely bridge traditional finance with the onchain economy. JPMorgan will continue providing approved daily NAV data for the fund, with Chainlink's oracle infrastructure ensuring accurate and real-time data access. This integration builds on Chainlink's earlier collaboration with both Sygnum Bank and Fidelity International for onchain NAV data integration in 2024, marking an earlier production use case for tokenized assets tied to Fidelity's Institutional Liquidity Fund.
The fund utilizes Sygnum's Desygnate platform, which is the institutional-grade tokenization infrastructure purpose-built to bring regulated financial products on-chain. Desygnate underpins the product's digitally native architecture — enabling the on-chain fund registry, smart-contract-enabled settlement, and stablecoin subscription. It offers 24/7 subscriptions and redemptions across global time zones through a waterfall liquidity structure, reflecting the always-on nature of tokenized capital markets. Stablecoin transaction enables streamlined frictionless on-chain workflows for crypto-native treasuries, DeFi protocols, and digital asset exchanges, serving as a genuine cash leg in tokenized capital markets. Sygnum will also oversee Know Your Customer (KYC) and Anti-Money Laundering (AML) checks for the fund, with FILQ tokens issued using the ERC-20 standard on the Ethereum blockchain. By issuing the fund on a blockchain, Fidelity International aims to offer institutional investors enhanced transparency, faster settlement, and improved operational efficiency through blockchain-based record-keeping that can reduce reconciliation times and improve audit trails.
Emma Pecenicic, Head of Digital Assets Distribution at Fidelity International, emphasized the importance of tokenized liquidity, stating 'There is no tokenised finance without tokenized liquidity. As markets move towards real time, always on settlement, financial infrastructure has to move with the same immediacy.' As reported by The Block, the launch comes amid rising interest in tokenization, which some experts predict will grow to a multi-trillion-dollar sector. Fidelity International, a unit of the Fidelity family, manages over $1 trillion in client assets globally. The tokenized fund offers several practical advantages for institutional investors, including the potential for secondary market trading of fund shares, which may increase liquidity beyond traditional fund structures. FILQ is designed to address the idle cash drag common in digital asset markets, allowing investors to continue earning yield while maintaining immediate liquidity for trading, collateral management, or lending. Sygnum's Fatmire Bekiri noted that this marks an important milestone in capital markets evolution, stating 'At Sygnum, we see tokenised liquidity as foundational infrastructure for the next generation of financial markets – enabling real-time, 24/7 access to cash management solutions that move seamlessly across traditional and digital ecosystems.'
The launch positions Fidelity International alongside other major players in the tokenization space, with BlackRock pushing deeper into the sector and crypto-native firms like Securitize and Ondo ramping up their offerings. According to The Block, Pecenicic believes 'tokenisation is a foundational shift in how global financial markets will function, not a niche innovation'. The move strengthens Fidelity's position in the digital asset space while maintaining its core focus on institutional-grade liquidity products. The fund represents Fidelity's entry into the tokenized asset management space, leveraging its existing institutional liquidity expertise for digital market accessibility. As more asset managers follow suit, tokenization could redefine how large-scale funds are issued, traded, and managed, with regulatory clarity remaining a key consideration for broader adoption. Recent developments show JPMorgan also filed with US securities regulators to launch the OnChain Liquidity-Token Money Market Fund, which will trade under the ticker JLTXX, marking its second tokenized product after its earlier Fidelity Digital Interest Token (FDIT) collaboration with Ondo Finance's OUSG fund.
