
India's 90% dependence on Gulf countries for LPG imports has exposed Indian Oil Corporation, Bharat Petroleum Corporation Ltd, and Hindustan Petroleum Corporation Ltd to severe supply disruptions from the West Asia conflict. The Strait of Hormuz closure since March 4, 2026, has effectively choked more than half of India's LPG supply, as 90% of imports transit this critical maritime corridor. This creates a single point of failure that directly threatens household cooking fuel security for over 33 crore consumers.
The differential ability to secure alternative supplies stems from fundamental structural differences. Crude oil and natural gas benefit from diversified sourcing—India now imports from around 40 countries, with 70% of crude routed outside the Strait of Hormuz. LPG, however, faces unique constraints: 85-90% of imports originate from Middle Eastern suppliers, with US cargoes requiring 45+ days transit versus 7-10 days from the Gulf. Additionally, US LPG carries an 80:20 propane-butane mix compared to the 50:50 Gulf mix, requiring adjustments in domestic blending infrastructure.
The concentration of India's energy imports from the Gulf—40% crude oil, 65% natural gas, and 90% LPG—creates systemic risk for strategic reserve planning. Current reserves provide only 9.5 days of crude coverage, 1.5 days for LPG, and 10-14 days for LNG, all below the IEA's 90-day benchmark. This multiple-exposure through a single maritime chokepoint forces the petroleum ministry to prioritize reserves for the most vulnerable commodity—LPG—while managing broader energy security concerns.
Building 30-day LPG strategic reserves requires substantial capital expenditure. Current underground cavern capacity of 1.4 lakh tons costs approximately Rs. 55,000 per ton based on historical data. To achieve 30-day coverage (2.4 million tons), estimated investment ranges from Rs. 15,600-20,000 crore. This blocks working capital of Rs. 12,430 crore in additional inventory, with annual carrying costs of Rs. 1,370-1,865 crore.
The petroleum ministry's directive fundamentally alters asset utilization. Pre-conflict practices emphasized just-in-time inventory with 15-20 days of operational stock. The new mandate requires 90-95% storage fill levels for strategic purposes, reducing inventory turnover and increasing carrying costs from 10-13% to 11-15% of inventory value annually.
OMCs face critical trade-offs between strategic investment and operational liquidity. With daily under-recoveries of Rs. 550 crore on fuel sales, and projected Q1 FY27 losses sufficient to wipe out entire FY26 profits, capital allocation becomes a zero-sum game. Analysts estimate HPCL could run down its balance sheet equity in 2 years, BPCL in 4 years, and IOC in 10 years if current loss rates sustain.
Private fuel retailers have experienced a 38% decline in diesel sales as bulk consumers shift to state-run outlets, where diesel costs Rs. 95.20 per litre versus Rs. 134 for bulk and Rs. 130+ at private pumps. This massive arbitrage opportunity—Rs. 40-42 per litre saving—has driven industrial consumers, including telecom towers and transport operators, to retail pumps.
The pricing strategy creates severe margin compression. OMCs lose approximately Rs. 14 per litre on petrol, Rs. 42 on diesel, and Rs. 674 on cooking gas LPG. While bulk sales generate positive margins, volumes have declined 29% as customers migrate to retail. The net effect is daily losses of Rs. 550 crore despite four price hikes totaling Rs. 7.50 per litre since May 15.
District-level sales surges reflect three causal factors: agricultural season demand, bulk-to-retail channel shift, and private-to-PSU outlet migration. Over 150 districts recorded 30%+ growth in petrol sales, with 14 districts seeing sales double. Diesel sales increased 30%+ in 156 districts, with six districts reporting 100%+ growth. This abnormal demand, while boosting volumes, actually magnifies losses as retail sales occur below cost.
Domestic LPG production has reached a record 52,000 tonnes per day, up from 46,000-47,000 TPD in early April, as refineries like Nayara Energy's Vadinar resumed operations. This has reduced the import requirement from 40,000 TPD to 20,000 TPD, given current demand of 72,000 TPD versus normal 80,000 TPD.
However, refineries operating at optimum levels remain insufficient to fully offset import shortfalls. LPG typically represents only 4-5% of crude processed as a byproduct. Refineries cannot significantly increase LPG without also producing more petrol and diesel, for which there may not be equivalent demand. Even with a 25% production increase under emergency measures, the system reaches only 56% of normal supply levels before emergency imports.
Remarkably, LPG distributorships have reported no dry-outs during the crisis, reflecting effective distribution network management by IOC, BPCL, and HPCL. The system of 215 bottling plants and 25,600 distributors, with 18 days of average tankage, has maintained supply through enhanced monitoring, 95%+ DAC/OTP authentication, and direct home delivery assurances.
The petroleum ministry's directive to form special enforcement squads has created significant operational costs for OMCs. Over 1.28 lakh raids have been conducted nationwide, seizing 59,000+ cylinders and registering 1,000+ FIRs. This requires substantial personnel allocation, logistics support, and legal compliance resources from already financially stressed companies.
Starting at 20% of normal demand and progressively increasing to 50-70% as domestic production improved, the regulatory approach prioritizes households and essential services over commercial users. This differs sharply from market mechanisms where supply allocates based on willingness to pay.
Centre-state coordination has proven crucial. All States/UTs have established control rooms and district monitoring committees, with 24 states issuing regular press briefings. This unified approach has enabled rapid implementation of emergency measures, efficient resource allocation, and maintained market confidence through consistent messaging and enforcement standards.
The coordinated response, while imposing additional costs on OMCs, has successfully maintained household supply security and prevented artificial shortages. However, the crisis has exposed fundamental vulnerabilities in India's energy security framework, particularly the heavy dependence on Gulf LPG imports and insufficient strategic reserves, accelerating plans for long-term infrastructure development and supply diversification.
