The five-year strategic partnership provides for financial assistance of up to ₹1,00,000 crore for housing and infrastructure projects across the state. The agreement is effective from the date of signing and remains valid until the end of Financial Year 2029-30, with the possibility of extension. Under this non-binding agreement, HUDCO will provide structured financing for diverse infrastructure projects, including water supply, sewerage, drainage systems, roads, solid waste management, power, and renewable energy initiatives. The partnership is designed to enable long-term, inclusive, and resilient urban development across cities and towns in Chhattisgarh, with agencies intending to avail financial assistance of up to ₹20,000 crore per year. According to reports, this marks one of the largest financing commitments by a PSU towards state-level urban and infrastructure projects.
The indicative sector-wise allocation includes ₹10,000 crore for housing projects and ₹70,000 crore for core and non-core infrastructure covering water supply, sewerage, drainage, roads, electricity, smart cities, metro projects, airports, industrial parks, social and commercial infrastructure, educational institutions, hospitals, logistics hubs, IT infrastructure, civil aviation, mining institutions, and rural infrastructure. Power projects and renewable energy projects are each earmarked ₹10,000 crore. The agreement emphasizes fostering affordable housing projects, ensuring that urban growth benefits all sections of society while promoting sustainable and environmentally responsible urbanization.
The MoU emphasizes structured, long-term financial support, enabling Chhattisgarh to undertake large-scale projects with assured funding. The MoU facilitates the submission of loan proposals by independent agencies of the Chhattisgarh government. HUDCO will extend debt funding to financially independent agencies under the control of the Chhattisgarh government for execution of various projects during the period up to FY2030. The corporation will consider providing financial assistance via term loans, adhering to its established policies, and subject to compliance with norms and the availability of adequate loan security. The terms and conditions of each loan will be mutually decided on a case-by-case basis between HUDCO and the borrowing agencies. The MoU is an in-principle arrangement and does not create any binding obligation on either party, with agencies free to raise funds from other lenders if better terms are available. Individual project sanctions are contingent upon HUDCO's due diligence and agreement on specific terms. The company has submitted a copy of the signed MoU to the stock exchanges in compliance with regulatory requirements.
