
The Kerala government has unveiled a comprehensive ₹2,000-crore public sector logistics masterplan with three central Public Sector Undertakings (PSUs) to transform Vizhinjam International Seaport into a comprehensive economic development hub. The agreements were executed on February 23, 2026, between 10:15 AM and 10:45 AM at the Chief Minister's Chamber in the Legislative Assembly Complex, marking a strategic shift to ensure critical infrastructure remains under public sector oversight even as the port operates on a Public-Private Partnership (PPP) model. The partnership involves State-owned Vizhinjam International Seaport Limited (VISL) and three Central PSU giants: Indian Oil Corporation Limited (IOCL), Container Corporation of India (CONCOR), and Central Warehousing Corporation (CWC). As per UNI, by integrating these entities, the government aims to prevent monopolisation in cargo handling, guarantee fair pricing for traders, and safeguard national maritime interests while safeguarding national strategic interests, preventing monopolistic pricing in crucial backend infrastructure such as fuel, rail connectivity and warehousing, protecting Kerala's exporters, and maximising public wealth generation.
Under the MoU framework, IOCL will establish large-scale bunkering facilities (maritime fueling) by investing around ₹700 crore. This infrastructure will provide fuel for the massive mother ships frequenting Vizhinjam, positioning the port as a primary energy hub in the Indian Ocean. CONCOR will develop a robust transport network, including Inland Container Depots (ICD) and Container Freight Stations (CFS), to ensure efficient cargo movement across India via the rail network. The agency will invest around ₹600 crore as part of the initiative, with the project expected to improve cargo movement efficiency, reduce logistics costs, and integrate Vizhinjam seamlessly into the national logistics network. Additionally, CWC will construct a state-of-the-art Multi-Modal Logistics Park (Logistics & Warehousing) at an investment of ₹700 crore. Spanning roughly 50 acres, this facility will feature cold storage and export-linked units, developed without any financial liability to the State government. The ₹2,000 crore investment is divided into three strategic sectors across these three key areas.
The comprehensive logistics ecosystem positions Vizhinjam International Seaport as a key upcoming deep-water transshipment hub envisioned as a gateway for global maritime trade. This initiative marks Kerala's first large-scale port-led industrial ecosystem built around the strategic potential of the deepwater port, marking a decisive shift from focusing solely on port construction to building a comprehensive, publicly anchored maritime logistics ecosystem. The partnership reflects the shared vision of strengthening multimodal logistics capabilities and improving cargo handling efficiencies, with the facility expected to support the development of an integrated logistics ecosystem contributing to regional and national economic growth. The ceremony was attended by Chief Minister Pinarayi Vijayan, who also serves as Chairman of VISL, Ports Minister V.N. Vasavan, Ports Secretary Dr A Kowsigan IAS, and VISL MD Dr Divya S Iyer IAS, alongside senior leadership from the central PSUs.
Following the announcement, shares of Container Corporation of India Ltd. (CONCOR) closed at ₹507, marginally higher than the previous close. According to FPJ Web Desk, during the trading session, the stock price increased to ₹512 apiece but weakened towards the end. The partnership is expected to support the development of an integrated logistics ecosystem contributing to regional and national economic growth. As per the company's statement, this strategic collaboration further reinforces CONCOR's commitment to providing seamless, rail-led multimodal logistics solutions and expanding logistics infrastructure in line with the evolving needs of India's EXIM trade.
During the December quarter, the company posted revenue of ₹2,301 crore and a net profit of ₹329 crore. This financial performance provides context for the company's ability to invest in strategic partnerships and infrastructure development projects. The strong quarterly results demonstrate CONCOR's financial stability and capacity to undertake significant expansion initiatives, including the Vizhinjam Port partnership and the broader ₹2,000-crore logistics master plan.
