
Shares of Brigade Enterprises Ltd declined more than 2 percent in afternoon trade on June 18 after the Tamil Nadu State Environment Impact Assessment Authority (SEIAA) revoked the environmental clearance granted to the company's Morgan Heights project in Chennai. According to latest reports, the decision was finalised during the 1,005th State Environment Impact Assessment Authority meeting, with the stock falling as much as 2.77% to ₹555 apiece on Thursday at 2:28 PM. The authority stated that the project proponent had begun construction activities without prior permission, with the order dated May 8 putting the company's 2 million square feet residential project under scrutiny. As reported by Moneycontrol, this represents a significant project for the real estate developer, though the specific financial impact of the environmental clearance revocation remains to be determined.
The revocation stems from a direct violation of condition no: 09 under Part-D-Specific condition of the environmental clearance, which was originally issued on January 20, 2025. According to the minutes of the SEIAA meeting, the Principal Chief Conservator of Forests and Member Secretary of the Tamil Nadu State Wetland Authority formally notified the authority that the project proponent had commenced construction activities without obtaining prior permission from the Wetland Authority. The Wetland Authority flagged the violation in a letter dated April 16, 2026, requesting immediate appropriate action and warning that non-compliance could result in the withdrawal of the clearance under the provisions of the Environment (Protection) Act, 1986. The SEIAA resolved to revoke the EC for the project situated at S F no: 453, 495/2C, 496, 497 & 498 in Perumbakkam Village, Tambaram Taluk.
The development relates to Brigade's Morgan Heights project in Chennai, a nearly 2 million square feet development for which the company had earlier estimated a gross development value (GDV) of around ₹2,100 crore. The project envisages around 1,400 housing units in Perumbakkam near the ecologically sensitive Pallikaranai marshland, which has been at the centre of a prolonged controversy over its proximity to protected wetlands and the potential impact on flood mitigation and biodiversity. This represents a significant project for the real estate developer, though the specific financial impact of the environmental clearance revocation remains to be determined.
The project has faced sustained opposition from environmental activists, who contend that the site falls within the broader Pallikaranai marsh ecosystem, parts of which have been recognised as a Ramsar site of international importance. The controversy had earlier reached the Madras High Court, which ordered a halt to construction following a petition filed by an AIADMK functionary questioning the legality of the approvals granted to the project. The project also triggered political controversy during the previous DMK regime, with allegations that planning approvals had been granted despite the land falling within a wetland management zone. The state government had denied any wrongdoing and maintained that due procedures had been followed.
Reiterating that the project is in private patta land and has all requisite approvals, Brigade Enterprises stated in a company statement that "We believe this action is not legally sustainable, particularly in light of all statutory approvals being duly obtained." The company confirmed that "Brigade Group and the landowner, Morgan Asia Pvt Ltd. have filed an appeal before the Hon'ble Supreme Court of India, and the matter is currently sub judice." This legal recourse suggests the company's commitment to defending the project's approval process through the judicial system.
