Balrampur Chini Mills shares jumped 4.03% to settle at ₹686 on Friday, 25 September 2026, following the Government of India's announcement of a ₹75 crore BioE3 grant for the company's PLA Co-Polymer R&D facility. According to Business Standard, the market response reflects strong investor confidence in the strategic significance of this government endorsement for India's bioeconomy development. The grant represents a major validation of BCML's green transition strategy and positions the company as a key player in India's emerging biomanufacturing sector.
Balrampur Chini Mills (BCML) has secured ₹75 crore in grant assistance from the Biotechnology Industry Research Assistance Council (BIRAC) under the Department of Biotechnology (DBT), Government of India. According to Business Standard, the grant will fund the establishment of a 100 TPA PLA Co-Polymer R&D Facility under the Government's flagship BioE3 (Biotechnology for Economy, Environment & Employment) initiative. The funding aims to accelerate the development of advanced bio-based materials and strengthen India's indigenous biomanufacturing capabilities. The company has accepted the ₹75 crore BIRAC grant at its 50th AGM, with shareholders formally approving the acceptance of this major strategic validation.
The pilot-scale R&D facility will be established at BCML's integrated manufacturing complex in Kumbhi, Uttar Pradesh with a total project cost of ₹109.75 crore. As reported by Business Standard, BCML will contribute ₹34.75 crore internally to cover the remaining capital requirements of the R&D project. This strategic partnership effectively secures non-dilutive government funding for approximately 68% of the new PLA Co-Polymer R&D project, significantly mitigating balance-sheet risk for the company's green chemistry division. The facility is designed to serve as the innovation engine for developing next-generation PLA grades and Co-polymers, enabling rapid product development, technology indigenisation, customer validation and seamless scale-up to commercial production. Additionally, Business Standard reports that BCML is also setting up an 80,000 TPA integrated commercial PLA manufacturing facility at the same site.
The facility will focus on developing specialised PLA grades and advanced PLA co-polymers intended for high-value applications. As reported by Business Standard, the R&D facility is designed to act as a catalyst for innovation, aiming to accelerate the progress of advanced bio-based materials. The facility will generate crucial techno-economic data and process insights necessary for scaling up to commercial manufacturing levels. According to Business Standard, the facility is designed to focus on the entire product development cycle, from understanding customer requirements and creating new PLA formulations to producing pilot samples, validating performance, and preparing successful technologies for market readiness. The facility will also train highly skilled talent for India's emerging biomanufacturing sector and enable collaboration with industry and research institutions to accelerate innovation in sustainable materials. The facility is specifically intended to bridge the gap between laboratory research and commercial manufacturing and support the development of skilled talent for India's emerging biomanufacturing sector.
According to Business Standard, the grant will reinforce India's ambition to emerge as a global bioeconomy powerhouse. The facility is expected to accelerate the development of advanced bio-based materials and strengthen the country's indigenous biomanufacturing capabilities. The ₹75 crore grant from BIRAC is a major strategic validator of BCML's green transition strategy, supporting the company's broader transition toward high-value, sustainable biopolymers. As countries around the world increasingly adopt bio-based materials and circular manufacturing practices, BCML's PLA Co-Polymer R&D Facility is expected to play an important role in strengthening India's innovation ecosystem, accelerating the commercialisation of advanced biopolymers and positioning the country as a global hub for sustainable materials. The facility will also create opportunities for collaboration with academia and research institutions through a limited-service model, helping strengthen India's biotechnology innovation ecosystem.
Commenting on this development, Avantika Saraogi, Executive Director of Balrampur Chini Mills, remarked, "The Government of India's support through this ₹75 crore BioE3 grant is a strong endorsement of the strategic role that advanced biomanufacturing will play in India's future. This facility will help build indigenous technology, develop next-generation bio-based materials, and create the scientific and technical capabilities required for India to lead the global transition towards sustainable manufacturing." According to Business Standard, Saraogi further expressed gratitude to the Department of Biotechnology and BIRAC for their confidence in BCML's vision and emphasized the company's commitment to contributing to India's emergence as a global bioeconomy powerhouse. BCML, one of India's largest integrated sugar producers, leverages its diversified operations that include distillery and power cogeneration activities. The company operates ten sugar factories with an aggregate crushing capacity of 80,000 tonnes crushed per day (TCD) in Uttar Pradesh and continues to innovate, advancing towards sustainable biomanufacturing solutions. The company has also formalized integration with the national Biofoundry Network under the Government of India's BioE3 Policy frameworks, optimizing immediate R&D capital expenditure requirements through public-private partnership models. On a consolidated basis, BCML's net profit declined 14.39% to ₹44.15 crore while net sales rose 6.13% to ₹1636.79 crore in Q1 June 2026 over Q1 June 2025, as reported by Business Standard.
