Private and state-owned banks on Wednesday pledged full support towards the effective implementation of the Emergency Credit Line Guarantee Scheme (ECLGS) 5.0 announced by the Centre earlier this month. According to reports from The Economic Times, the scheme aims to provide relief to enterprises following the West Asia conflict and will be a key catalyst for micro, small and medium enterprises in Maharashtra, one of the country's most industrious states.
The Union Cabinet approved ECLGS 5.0 on May 6, 2026 with an overall outlay of ₹2.55 lakh crore to provide additional working capital support to businesses affected by ongoing geopolitical tensions in West Asia. As reported by The Economic Times, under the scheme, airlines have been separately allocated ₹5,000 crore, while the remaining amount will be available to MSMEs and non-MSME borrowers impacted by the crisis. The aviation sector receives a dedicated allocation of ₹5,000 crore with a maximum of ₹1,500 crore per airline borrower to manage its unique liquidity challenges.
Government officials emphasized that ECLGS 5.0 is not merely a loan scheme, but an important catalyst for economic growth through technology-enabled banking services. According to The Economic Times, during the conference, a live demonstration of the government's Jan Samarth Portal was conducted, showcasing the completely digital, paperless and simplified process for loan applications and approvals under ECLGS 5.0. The officials emphasized that the use of digital platforms would enable faster outreach to eligible businesses and accelerate credit delivery.
SBI Research estimates that approximately 1.1 crore MSME accounts are eligible to benefit from ECLGS 5.0, representing around 45% of the total MSME portfolio with an average incremental credit flow of ₹2 to ₹2.3 lakh per account. The scheme provides working capital support to businesses facing challenges due to the West Asia conflict, with the additional credit limit capped at 20% of peak working capital utilised during Q4 FY2025-26 and an absolute cap of ₹100 crore for non-airline borrowers. Eligible businesses can apply through their existing Member Lending Institution (bank or NBFC) where their working capital account sits, with repayment starting only after the 2-year moratorium period ends.
The scheme provides working capital support to businesses facing challenges due to the West Asia conflict, with government officials highlighting its importance for MSMEs in Maharashtra. As reported by The Economic Times, the conference focused on ensuring transparent, simplified and speedy implementation of ECLGS 5.0 across Maharashtra, with detailed deliberations held on extending timely and hassle-free credit support to eligible MSMEs and business establishments facing working capital constraints. The scheme offers up to 50% interest conversion into a Funded Interest Term Loan (FITL), reducing immediate cash outflow burden significantly.
